Anyone with packages stuck at the border?

I've got only one stuck at the border, it's a Canadian token I sold Sunday, buyer paid Monday, dropped it off at Stallion yesterday. It's showing in the USPS tracking as with partner facility (Stallion in this case), so the buyer will know it's shipped and I can sit tight and wait.

 

Stallion and Chit Chats have said there will be a 1-2 day delay as they try to clear packages across the border. They are trying to clear the China/HK stuff as well for customers instead of sending them back. I read in this forum DYK is sending packages back.

 

I'm not really opposed to tariffing China (obvious reasons, they are a threat to locally produced goods), but it's kind of annoying that coins, banknotes and stamps will have to pay a duty, when none of those threaten any other industry. Perhaps there will be a list of exempted items, we shall see.

Let  your customers know   that issue  isn't   the custom's  office   delaying any thing  ,but USPS's  lack of driver's and trucks  to pickup the shipping containers  are  the reason for the delay's.       Also  Got a  Question  ,I'm  looking to buy a Canadian  Flag to hang  up  in support  Canada   .But I want to buy it from Canadian seller. thanks

Thanks for the info. I believe if you do a search for Canadian flag you will indeed find available from Canadian sellers.

The buyer knows USPS doesn't have his package, plus Stallion told me there are delays at the border. They said my one shipment that's stuck is all clear with the documents i provided but they have to clear everyone else's shipments and perhaps people are not providing what Stallion needs promptly to get everything across the border today.

When the de minimus was in play all customs folks were looking for was a reasonable attempt when it came to HS codes because duty was most likely in majority of situations not going to be collected.  Book was fine. Title, author not relevant. Remember. Reasonable attempt. I gleaned this info from speaking to customs people due to the nature of my past jobs. They understand that your average Joe or Judy are not experts in the field so there is "some" leeway when it came to the documentation. Going forward how much leeway will be given is up in the air. Possibly a grace period. Who knows? Grandma BobbyJo will have no idea what a t-shirts perfect hs code will be.  Probably the main reason they offered GSP/eIS to US sellers. Put the process in the hands of "experts". 

 

Ambiguity of HS Codes:

While HS codes are designed to be standardized, they can sometimes be open to interpretation, particularly when dealing with complex or new products, and it's important to consult the relevant rules and explanatory notes to ensure accurate classification, especially if there is ambiguity regarding the best code for a specific item; in such cases, customs authorities may be contacted for clarification. 

  • Interpretation rules:
    To address potential ambiguity, the HS includes "General Rules for Interpretation" that guide customs officials in classifying goods, including considering the most specific description and the essential character of a product. 
    • Country-specific variations:
      While the first six digits of an HS code are standardized, countries can add additional digits to further classify goods based on their specific needs, which might lead to slight variations in interpretation. 

 

The course I took back in the 2000's was 2  8 hour sessions. It covered the gamut of customs document generating pre electronic clearing.

 

Current courses:

 

A course in customs paperwork preparation typically lasts between a few weeks to a couple of months, depending on the depth of the curriculum, learning format (online vs. in-person), and the student's prior knowledge of customs regulations; some intensive courses can be completed in a few days, while comprehensive programs may stretch over several months.

Lucky you! I started using Customs in 1981 and learned everything I know from  making mistakes. We used to ship tee shirts and stickers all over the planet. I didn't really know what was going on until "Border Security: Canada's Front Line" came on TV.

Here's one of our ads from the 80s. Today it's hard to imagine that people would clip this out of a magazine, fill in their crdit card information including the expiry date, sign it and then snail mail it back to Canada. We sold thousands and thousands of items that way without a single INAD!

People would come in to the store after their vacation and say "Hey I saw some guy wearing your shirt in China!" haha  The shirt was featured last year in the show "Daisy Jones And The Six". black DO Shirt013.jpg

Yes, I am hoping that a detailed Commercial Invoice is all that would be required. As a sworn statement it has always been accepted as "proof" of value and origin.

 

In the 70's when I first started import/export there were a few exceptions where a Certificate Of Origin was required, the certificate required a notary of some sort, usually from a government foreign trade office. I ran into it in the 80's when I imported a shipping container of cd cases from Korea, the shipper insisted that is was necessary (and charged a fee), Canada Customs had no interest in the document!

 

I don't know if it's panic on the part of our cross border carriers or because US Customs are really making pointless and unreasonable demands (not accepting a signed declaration).

 

Presumably sellers who use Canada Post for all their shipping just need to have Canada Post capture a few more data points to provide acceptable info for CBP who can have USPS collect the money.

They have been around since 1947, while all their flags are made in canada I don't know if they are using Canadian or imported fabrics these days. They are based in Erin Ontario.

 

On eBay you can probably find Canadian Sellers flogging flags made in China. Of course a vintage 1967 Canadian flag would almost certainly be made in Canada using Canadian materials.

 

For kicks I did a search here on eBay,

filtered for Located in Canada, Made In Canada

 

I'm only getting 5 results and only two of those are actual standard Canadian Flags

You'll have to tell us if tariffs are applied. Stallion Customer Service replied to me to tell me an invoice stating I am selling a Canadian token does not prove the token was manufactured in Canada, then they told me I'm going to be paying tariffs on all my stuff and everything is being cleared this week by formal entry.

 

I'm in the process of telling customers I plan to ship Monday, supposedly Stallion will have some updated features on their website next week for uploading invoices. I've followed up with someone I know at Stallion about invoices (and what it is I sell, coins, stamps, banknotes and tokens), and if what I have is sufficient. I get my items from a brick and mortar store that is not owned by me, they will give me an invoice with everything I have on ebay if that's what it takes to satisfy Stallion's customs broker.

So far mine seem normal...two packages Canada Post TP to California and Texas, with CoO as China (6 digit HS code) had both entered cutoms ISC CHICAGO IL (USPS) Feb 6 1:20 am, and out of customs Feb 7 10:16 pm (same time together).

Update: Both packages have left Chicago and on way to final destination(neither of these items are made in China)..one USA country of origin; other is Canada country of origin.

yeah its interesting isnt it - my traffic and sales dropped significantly wednesday continuing thru to today after consistently strong sales since the strike ended.  I tend to think this is microeconomics at play.  I think the threat has scared people into pulling their horns in and keeping their money in their pocketbooks with the threat of its possible reimplementation in another month depending on the orange lord's mood that day.  Ultimately no one knows the reason.  Its possible they have been doing some tinkering under the hood due to the Chinese tariffs but we'll never know what or how much or if thats played a role in it.

 

On another note I think it was you who commented elsewhere about them missing a daily payment for you this week - it happened to me yesterday.  Its like it hiccuped and decided it wasnt happening lol.  This is the third time this has happened in the last three months approximately.

My packages are moving now, the big Priority box is in the US moving through the network. The other two USPS Ground Advantage are showing "in transit" but had not gotten to the US when I checked earlier today. The UPS Mail Innovations one are still showing processing, but in my experience those go in transit on Sundays rather than Saturdays, so I expect to see movement tomorrow. The untracked letter still shows as ready accepted at the branch I dropped it off at (not scanned in Mississauga yet). They scanned it a day late, I think untracked letters are low priority, so it will probably be the last thing that moves, provided they scan it at all before dispatching it to USPS.

Thanks for the code. Unused stamps are treated the same as banknotes, but used stamps are something else.

 

 The description for 9704.00 suggests used stamps are included?

 

'Postage or revenue stamps, stamp-postmarks, first-day covers, postal stationery (stamped paper) and the like, used or unused, other than those of heading 4907'
