I have a few auctions listed at the moment, and I have a bid on some china and the buyer is in a country I have blocked. I am wondering how that can happen? I have sent them a message a couple of days ago saying that I don't ship to South Korea, but I have had no reply. I thought that when you have a country blocked, someone from that country can't bid.

Just to clarify.....You're saying that when you go to the order details page on ebay the buyer's address is in China but when you go to Paypal the payment address is in Columbia?

In addition, it means that buyers can pay shipping costs to one country and then have a shipping address in an entirely different location and actual shipping costs may be very different.
You wouldn't have to ship if the address was a blocked country or if the address on the invoice is different than the address they want it shipped to.
I'm wondering how this happens. When the buyer checks out on eBay they choose their shipping address and that address should carry over to Paypal. I wonder if this happens if they buy the item but don't pay right away. Then, when they pay they change their address. I didn't think that was possible though.
As far as seller protection..you are supposed to ship to the payment address so I guess that would whatever the address on the payment email.

It didn't think it was possible either and comes with all sort of issues.
The paypal address is in Columbia and that's a little scary.
The buyer's FB says that the buyer has seller's ship to the wrong address then files a claim. (PFB with Neg. comment)
Not sure if that's intentional or not, but since the eBay shipping address is to China and the Paypal address is to Columbia that would happen a lot.
The buyer won't respond to me and I'd like to hear from her before I do anything one way or another.

Ok, I hope you or someone else can help or explain to us what the issue is with Puerto Rico from Canada. We ship just about anywhere and just shipped an item the same size to Guam without issue and at a fair price. First, Canada Post for the last five years or longer refuses to ship to Puerto Rico and couriers start at $50US. We do have Puerto Rico on our blocked list, from the last time we ran into this issue, but for some reason eBay let the person in Puerto Rico buy from us. Now we either get the buyer to pay the difference, which we advised them not to do and find the item in the US or we have to cancel the sale. The point being though: Why is the blocked country list not working in the first place? Any help would be much apprceiated on how to fix this issue and are we obligated to honor the original listing, even though we have the territory on the blocked list.

You are replying to posts from 2015 so some of the information is going to be out of date. The mods will likely close the thread to further replies because it is so old but you can start a new thread if you want.
I'm not sure what you are referring to about CP not shipping to PR as they have always shipped there for as long as I've been selling. I've never had any problems with shipping there. But if you do want to block them, try blocking them in the country list as well as blocking US territories. Some buyer will list their address as United States and others are PR so that could be why you get some buyers from there even if they are blocked.

Just to add to @pjcdn2005 's excellent post, Puerto Rico is not a country, but a US protectorate. Shipping there by mail is pretty much the same as shipping to the lower 48, Alaska or Hawaii if you're using the postal service.
Unless you're using a shipping service that somehow makes shipping more awkward to PR than to the US, there should be no reason to block shipping to it as far as I can see.

Not true.
Postal service for Puerto Rico is the USPS.
Canada Post does ship to the USA. State code is "PR" for Puerto Rico.
