Buyer in excluded country

So generally I only sell items in north america, However an international buyer(From the UK) purchased some items from me.

When I try to send him an invoice, I get a red message "

The buyer is requesting that you ship to a country that you have excluded."

So I went into my shipping preferences and removed the UK from my exclusion list, but I still get that error message. Can anyone please help me?

Setup shipping for the UK in your listing the buyer is interested in and change the UK from shipping exclusions under account settings (shipping perferences).

If you go to Shipping -> International-> Destination-> United Kingdom you can specify that you will ship to the UK.

I assume that you never wanted to Block the UK as a destination? Did you by any chance use another seller's  listing and "Sell Similar"?  Nothing wrong with that , but we really have to read the entire listing form when we use that shortcut, making it not much of a shortcut at all.
