Hello; A USA buyer purchased an item from me on March 28. I mailed the item the next day on March 29th. They contacted me on April 3rd, if the item will arrive before April 6th for he birthday party. I told her that small package to the USA from Canada usually takes 5-8 days. Now it's April 13th, and they didn't receive their order and now wants to cancel their order. They wanted the item on April, 6th, but didn't pay for Tracked Shipping and went with regular air. What should I do? Thank you.

Treat this as an Item-not-received request. Check the delivery time estimate.
Tell them to mark the package as return-to-sender when it arrives (assuming you want it back).

That is what I thought to do in the first place, but I wasn't too sure of USPS guidelines in this situation. Thank you so much for your help. Much appreciated!

Would "return to sender" work as Proof of Return Delivery for an Item Not Received dispute?
In this case, the seller would follow through regardless, I'm sure.
But OP -- no refund without return.
And remember that Return to Sender, particularly internationally, is not a priority for the postal system.
Too bad we could not possibly send her this notice.

Another reasons why I use tracking number on all my items to protect myself. Cookie Jar Insurance is not helping!!!

The seller is not required to cancel an order.
But then, if you do not pay, he is not required to ship either.
If you do not pay, he can open an Unpaid Item Dispute. You would get a Strike against your buying account, which makes it harder to buy on eBay, since most sellers have automatic Blocks against bidders with Strikes.
But the Strike goes away after 12 months, and you do get a mulligan on the first one (but only the first one) if you ask.
Or he can ignore your attempt at cancellation. He won't ship if you don't pay, but he will pay the fees on the sale (about 10% of the selling price).
