Sold a baseball card. Pack fresh, nice and clean. High end. No issues with payment. Mailed out and delivered within 5 days to the States. Top loader , bubble envelope. Four weeks after it’s delivered I get a request for return. All my listings state returns are not accepted. He’s had the card for four weeks and now says the card is damaged. I state this, he says it was a gift from wife. The bid was won from an account in his name, and paid for by a PayPal account in his name.
he clearly has buyers remorse and wants to return. I’ve asked for a photo of said damage but have yet to see one. I’ve provided seven photos all showing no damage at all.
Can I be forced to accept a return? I’ve proven I sent an undamaged item, the buyer hasn’t proven a thing. Any help?

You can refuse a return.
You cannot refuse a refund.
"I regret that you are not happy with your purchase. Please return it for a full refund."
Better to tell him to return it for a refund than for him to open a Not As Described case, which would force you to pay for the tracked return and to refund on arrival, than to have him return the card (or some similar but damaged card, admittedly) on his own dime and then refund.
"I regret that you are not happy with your purchase. Please return it for a full refund."
If you refuse the refund, not only will eBay refund his full payment, allowing him to keep the card, but you will get a Defect on your account which can be a lot more expensive that any loss on a single card.
Defects lead to higher fees, restrictions on the number and value of listings allowed, or even closed selling accounts.
"I regret that you are not happy with your purchase. Please return it for a full refund."

I sell for my DH, and we share a PP account in my name. Nothing unusual there.

All the buyer needs to do is say the item is damaged then you are forced to either send a return label or refund. Since it's a card probably shipped with lettermail, your only option will likely be to refund and cut the loss. All buyers on eBay know this and abuse it for free items and returns constantly.
Welcome to eBay, the platform where you can't sell anything your not willing to get stolen from you.

I'd actually put it differently.
EBay forces refunds, but even sellers with a No Returns policy can demand the disputed item be returned before refunding.
In some cases the seller believes the product will be just fine and saleable when she gets it back so it is worth demanding the return, and even paying for it.
In some cases, she realizes she made the mistake (sending a red sweater instead of a blue one).
In some cases, she hopes a sketchy buyer won't be interested in rewrapping the item and schlepping it back to the Post Office to be returned.
We can specify No Returns, but we can't specify No Refunds.
