I have a US buyer who is buying bulk from me. I am offering free shipping to him because of that. He is wanting some CD's off .com with US $ and some off .ca with Canadian $. I have ended all the listings for him and when he is ready to buy, I will relist.
Is it possible to put up a listing for only one buyer? Also how does the cart work? I understand I will have to take off immediate payment. Will he have to go to .ca to use the cart for the Canadian $ ones. I would like him to make 1 or 2 payments to save the 30 cent paypal fee on each listing.

When it's just one item, I would Revise it.
Change the title to his name.
Correct the price and the shipping.
Change to a Fixed Price/GTC listing. (Generally the cheapest listing.)
Let him know the new title, and your deadline.
If he doesn't meet the deadline, change the title back, correct the price and shipping.
The GTC listing remains open, no extra fees.
And block the guy who gave you all that work for nothing.
For a group, how about a new listing with the CDs named in the description and as many pictures as you can squeeze in without rescanning them (I scan flat things, better pictures and only one step )
Then as above his name, agreed price and shipping.
You could end all the titles for the days the offer is open, then relist them within 90 days.
Basically he's the only one likely to find it.

Save yourself the grief of dealing with the cart issues and simply create a listing consisting of all the items the buyer is interested in with free shipping added and currency/pricing adjusted as appropriate. If there is a remote chance someone else might buy it make it a best offer listing. Ebay desperately needs a "quote" system for scenarios like this, especially given the dire state of cart/app/mobile/country site cart conflicts.

Put up a special listing for him with all the cd's he's interested in.
Use a title like "Bundle of music for xx" (use his initials rather than his buying name for privacy).
List at the total price he would pay if bought individually.
Use BIN with Best Offer.
You tell him the Best Offer price to use, and accept when he makes it.
That way, anyone else is paying full price, and your bulk buyer can see what he's saving.

I do this all the time. Leave one of the listings live and end the others; revise the live one to detail everything in it, state it is a CUSTOM LISTING only for (user ID) and make that the title.

Like others suggested, make a new listing with a photo of everything included, and then in title I'd write "RESERVED LISTING, DO NOT BID" and yes I'd make it an auction so that if someone else really bud on it I could cancel the bid (never happened before, the intended buyer always bid soon after I told them the new listing).
That being said I haven't had to do it for a while. Usually if someone asks me, let's say they're interested in buying 6 books and wants a discount, I tell them to buy five of them and don't buy the sixth one (I'll specify which) which I'll end listing and include book 6 for "free".

I disagree with suggestions that the title include any words like "custom listing' "do not bid" "private" etc.
The reason I prefer to use the customer's eBay ID is that he can find it easily and it is very unlikely that anyone else would Search that.
While I prefer to detail what will be in the lot, I can understand why some sellers prefer to be vague. And it certainly is less work, always a bonus.

I just did one of these a few days ago.
Ended the listings in question, created a BIN listing with the title "sheet music lot" (it was a bunch of sheet music), listing had no Item Specifics, just the one required pic and nothing other than a list of the items in the description area
Sent the buyer the link, they bought immediately.
As for the cart, there is no way to combine items in different currencies even when the listings are both on .ca
