Well it looks like "classic view" from PayPal's search as finally been removed.
Maybe that's what was causing some PayPal issues over the last week or so.....

I haven't been able to access PayPal's "classic view" for several weeks now...definitely miss it.

I agree this may well apply to eBay...but since the OP is referencing PayPal more so than eBay, I don't think PayPal is as broken as eBay.... LOL!

The last time I accessed classic view was early August... until today of course.

Still behind the new facade, but does look like the days of use are numbered (one paypal link has end of July as the original stop use date for Classic).
The new look restricts you to the last 3 years of data (to the day), Classic allows you to go much further back in time.
When signed into paypal use this URL:

...
If you want history summary data older than 3 years (PDF, spreadsheet) use:
https://www.paypal.com/cgi-bin/webscr?cmd=_history-download
I'm now dumping the last 7 years as backup (hopefully never needed) to my computer.

Maybe I'm doing something wrong. Are you downloading many years at a time in two-year batches?

Batches of one year at a time (maximum of 3 batch requests using classic before downloading is required). Submit requests, then wait for paypal's email that the file is ready to download.

Doing annually makes it easier (for me) if I ever need to crosscheck my records to just find the paypal file for a particular year. Just doing this for disaster backup...
