Getting offers from blocked international locations

So some activity is starting up on a newly created account only shipping to Canada for the moment, but I've had a couple offers from international buyers (I'm checking offer locations before accepting), even though they are blocked in account settings. Could this be due to the fact that they are blocked in shipping policies, not in account settings? Once opted into biz policies you can't block locations in account settings.

The option is there in buyer settings under account settings:

I have had a number of buyers whos "location" is/was their home, they're nomadic workers or on assignments in other countries (in your case it would be Canada), but their eb id shows them as their home country. I am not sure how it would show the country in an offer situation, but my guess is that this is what it is, if they actually purchased the item, their mailing address would be Canadian, at least that's what has happened to me, most often US addresses for other international countries showing as their country of origin.

I noticed you've unchecked the "update block settings for active listings" box.  Did you do this before or after creating your listings?
