I have always used the classic form to bulk reduce prices on items, but I can't find anywhere is says "reduce prices" on the new hub form.

Sorry you're having trouble with this. It seems to me ebay has created tremendous confusion among those sellers who were transitioned from the classic All Selling page to to the re-imagined All Selling page with Seller Hub tabs across the top.
Contrary to the page title, that new page is NOT the real Seller Hub which many of us have been happily using for several years now. I've seen screenshots of the new page, it appears to have been an attempt to merge the classic All Selling page with Seller Hub. I assume ebay has done this in an attempt to placate those resisting change. Personally, I feel this half measure was a bad idea.
The solution to your problem is straightforward. Follow this link, after a short pause, all of your listings will load in list form. There are filters above, load by category, listing status, or search title and descriptions etc. Select the listings you want to work with, then at the top of the list click Edit, from the drop down menu click Edit Selected. The bulk editor will then open.
Pricing of an individual listing can be edited right there in list view, just click on the cell that contains the price you'd like to edit, takes a couple seconds to change a price.
