How to charge 3 different shipping rate?

Hi,
When I post I have no choice but charge the same amount for shipping to US and Internationally though it cost me 3$ less to ship to the US.
So I have to over charge US by $3 and make it unlikely to sell in or undercharge the international by $3 which eliminate my profit.
The other option is to give up the international country all together.
Maybe this is because not being a "real" Ebay member (limited post) I do have to use a **bleep**py version of Ebay?
Or is there a way to charge 3 different shipping rates?

I notice that some of my old listing had three different shipping rate but if i looked at these listing (revise) or try to "sell similar" I couldn't see the "offer additional shipping service" in the "international shipping" area i.e. I couldn't see the full shipping setup.
I find out that looking at the listing by using the "edit" after selecting more than 1 listing allow me to see the full shipping setup.
So now I have a work around 🙂

Go to -> Add Shipping Details
Go to-> international Shipping
Go to-> Choose Custom Location (it's a dropdown)
Choose USA Only
Go to Choose Custom Location (you can do this several times)
Choose the other nations you want to ship to.
Again you can choose a few (say UK, Germany, France) and then Choose Custom Location again for others (say Australia, Japan0.
Do NOT choose North and South America.]
