I am losing sells because you wont let the buyer request total when they ask for combined shipping

First SALES not sells.  Sale is a noun, a naming word. Sell is a verb, an action word.

If the buyer puts items in their cart they should be able to see the total cost. Part of the problem for eBay is that until the buyer buys (but before he pays) eBay does not know where they are.

And part of the cost of an item is shipping which is dependent on location * and more importantly, sales taxes.

Even if you only sell to the USA, there are some 45 states which charge sales taxes, and beyond that some counties and cities also charge them.

EBay assesses and collects these taxes for the seller** who has no need to know the amount.

* Unless the seller is using "free" or flat rate shipping.

** And charges a fee for doing so.

this has been a problem with Ebay for years.  

One reason for buyers not being able to use the 'request total' option occurs if the seller's items are on sale (ie the seller is offering a discounted price off of the original price), and sellers often do run sales.  In that case, when a potential buyer tries to use 'request total', it will fail and the buyer sees a message saying that the item is already discounted and no further discounts are available, even though combined shipping is being sought by the buyer, not a further discount to the items' prices.   That has been a glitch for at least 3 years now.

For some listings I will put in that shipping will be combined and any extra shipping fees refunded, and to contact me if they would like a shipping quote for multiple items.

First double check our preferences to make sure that you are enabling combined payments.

Go to shipping preferences. Next to Allow Combined Payments & Shipping click on Edit. Make sure that 'allow buyers to send one combined payment" is checked off.   Then choose the number of days. 

Even when that is checked off the request total doesn't always work but since you sell all stamps, it shouldn't that difficult to send up combined shipping rates on your items.  Then buyers don't have to request a total. You can do that on the shipping preferences page as well.
