I sent off a CD to Hong Kong using Asendia to the address provided by the buyer and it was verified that is his address. The company tried to deliver it and it stated the person was unknown and returned it to Germany. I haven't got it back yet. I have been in contact with the buyer and told him that if he didn't get it to let me know and I would refund. He couldn't do it on ebay as I have it set up as Surface Mail. He has done it through paypal. There is no question that he did not receive it and I have to refund. Do I just do it through paypal or should I do it through ebay?

Paypal handled the money, but I would go to eBay first, then Paypal.
However, I would not refund until I had the item in my hands.
Since the bad address is (probably) his error, you do not owe him the cost of shipping.
If there is a charge for return shipping (sometimes there is, sometimes there isn't) that can be deducted from the refund-- again if the error was his.

You have to refund on the site that the case was opened so in this situation you would refund on Paypal. eBay won't let you refund if a case has been opened on PP as the funds will be on hold there. Does the service Ascendia uses normally have tracking within China? It wouldn't surprise me if it doesn't but I'm just guessing.

I verified the address with the buyer, he stated it was correct. Sometime with foreign addresses they are weird, No postal codes and list of flat # Block # the building name, Street name and village. I don't believe it was his fault. Also I may not get it back. He has been receiving other items.

I think that is one of the problems that you have to deal with when you send internationally.
