Here's an interesting tidbit of info that was sent to post offices on Feb 14. I've posted the relevant text below:

Solutions for Small Business™ (SfSB) reduced rates on Expedited Parcel and Tracked Packet USA starting February 17
From February 17 to April 27, 2025, Canada Post Solutions for SfSB customers without a commercial parcel agreement may be eligible to receive an exclusive new discount.
What you need to know
Expedited Parcel Discount:
Lightweight (for items under 500g) – discount of up to a 70% saving off counter rates where customers may see shipments as low as $3.50.
10% to 20% off some current shipping rates when shipping an item that is up to 5kg.
Tracked Packet USA Discount:
Up to 46% discount for Tracked Packet USA (Valid until June 25, 2025).

I tried a test label using Snapship. Ottawa to downtown Toronto doesn't show any discount beyond what is normal. 499g 24x19x2 CM would be 11.64 before tax (or 9.2 without the fuel surcharge). $13.15 after tax in Ontario. 99g and 199g are the same price.
eBay labels is charging $12.15 all in to Toronto for anything under 499g. 199 or under is $8.16 via Expedited Lite.
I don't use Snapship anymore because eBay labels is cheaper, so it is possible that I don't qualify for these discounts based on my savings level being the lowest one.
Not that it's likely to happen very often, but try Ottawa to Gatineau. BTW, you don't have to create a snap ship order to test it. Just log in, then go to Shipping -> Find a Rate.

Okay so it looks like this is only available to people buying their labels directly through Canada Post (SnapShip or at the retail counter) and unfortunately it isn’t available through eBay. I assume this is because when we buy labels through eBay we’re just doing it through their own personal commercial account, which doesn’t apply for the discount. Would be curious to see if the discounts carry over to sites like Shippo where you link your own personal SfSB account.
Based on the information I’m seeing so far they may be limiting the discounted rates to shipments within your own “region” (based on Canada Post’s definition of regions), while also excluding rural postal codes. Will require some more testing.
Tracked Packet USA rates are always going to be cheaper through eBay, so no sense even concerning yourself with those discounts, as I indicated in the main post.

An interesting update from today. I was charged by Ebay for the shipping labels printed yesterday.
The price displayed was 8.11 for 250 g, but finally I was charged only 7.45!
The same for 100 g - the price displayed was 7.27, but the final charge was 6.74!
So it seems we really got that additional discount! 😃

Ours too...ebay label Tracked Packet USA 500g $9.93 was displayed but charge was actually $9.06.
Shows $9.93 for label ordered today too.

Today when label processed it did include the left part of form like we used to see with PayPal, Shippo, Net Parcel. As per always with Snap Ship. Includes instructions, Tracking number, Order number and to + CP Reference. No details of charges/tax/discounts.

I was able to play around with this during some downtime at work the other day.
What this disount is doing is basically making anything under 500g (volumetric equivalent is taken into consideration) a flat $3.50 plus applicable taxes/surcharges. Doesn't matter if it's 50 g or 450 g, it gets taken down to $3.50.
The main restriction is that it only applies if both the sender and recipient are located in the same major urban centre. Canada Post has 21 main processing facilities that are designated as "major urban centres" - St. John's, Halifax, Charlottetown, Moncton, Saint John, Fredericton, Quebec City, Montreal, Ottawa/Gatineau, Toronto, Hamilton, Kitchener, London, Windsor, Winnipeg, Regina, Saskatoon, Calgary, Edmonton, Vancouver, and Victoria. The $3.50 discount will apply to all of these locations except for all maritime locations and for some reason it also doesn't apply to Kitchener/London/Windsor.
So basically, if you live in Quebec City, Montreal, Ottawa/Gatineau, Toronto, Hamilton, Winnipeg, Regina, Saskatoon, Calgary, Edmonton, Vancouver, or Victoria (or the immediate outlying areas) AND the person you're sending to is also in the same city (or immediately outlying area) then you will only pay $3.50 for anything under 500 g.
So, this will have the most utility for those of you in the larger cities like Toronto/Montreal/Ottawa.
There are some strange outliers that I was able to find; for example, here in Manitoba our second largest city is Brandon but there is no main processing facility in Brandon. From what I understand all the mail from Brandon gets sent to Winnipeg anyway. That being said, I can get the $3.50 discount if both the sender and recipient are both in Brandon, but it doesn't apply if it's going from Brandon --> Winnipeg or vice versa.
If you're not in one of the cities I specified above, you can test for your specific city using the rate calculator here. Enter your address in the "Sending From" spot, then pick a different random address in your city for the destination address. Set the size and weight to something that would be under 500g (I was using 24 x 18 x 3 cm and 300g) and hit "view rates". Then scroll down to where it says "Solutions for Small Business members save more!" and hit the "See Savings" button. If it then shows Expedited Parcel with a cost under $5 then you know it works in your city.

The promo appears to be very random in nature.
As it was pointed out previously, it appears if delivery is in the same metropolitan area the discount increases. Personally have not been able to confirm.

Has anyone been seeing the discount on ALL Canada Regular. Expedited, Xpresspost (feb 18 - April 27) and USA Tracked (Feb 18 to June 25). or are you seeing shipments being discounted on a random basis? Out of 5 qualifying shipments discount was only appeared on 2 when they billed.
@jtg204 According to the CP FAQ the discount is NOT supposed to apply to Expedited Lite. I had 1 of those where there was no discount when it was billed through.

Yeah, when I attempt to purchase a new Lite label for the same item I mentioned before, the displayed price shows $6.75 instead now. Also new label order page on old orders (TP and Lite) show a lower amount instead too.

I have been seeing really good Expedited lite and Tracked Packet USA rates with ebay labels.
Looks like the discounts applied to the label at the time of purchase and not later on now. So what you see is what it is. First week i was seeing a different price displayed and charged the discounted rate later.
Ex Lite I have been seeing as low as $6.22 Ottawa to Gatineau area and even stuff out west has been a bit cheaper then the usual. Seeing more labels in the $7 ranges then before with Ex Lite. The more rural destinations are $8-9 when not near the major hubs.
Tracket Packet to USA for 100grams is $6.74 and 200grams is $7.45
Would be nice if these prices were to stick around for good!

If you look at my previous post there appeared to be no pattern to the discounts. In both of my cases they came off at time of billing with a bit of delay due eBay's irregular billing cycle of labels. Because these discounts seem to be in constant flux and the fact that eBay is unable to provide a detailed itemized list of charges/discounts for each transaction, the only thing you can do is monitor before you print to confirm a discount and then patiently wait for the final charge to arrive. PayPal was tied to a sellers solutions account so you saw the discount. Same with Shippo and when you are signed in to CP. eBay labels is the only 1 of the bunch that I know of that is unable to detail a transaction like is supposed to be legally required for all day to day purchase receipts. Goods and services.
I am still trying to rationalize why 2 identical tracked packages (cubing was not applied and weights were in same range) to the USA or via Expedited lite sent a day apart can vary by cents when created.
100 to 200 grams Tracked Jan to now: 1. 8.02 2. 8.05. Pre discount promo.
Same weight package 100 to 200 grams. Expedited Lite to BC. 8.02. 2 days later 8.00 to Qc. In theory or if everything is working properly the charge to QC should have been substantially higher with fuel surcharge.
Personally my preference would be consistency that included a detailed receipt.

I would love proper recipts so I can claim the tax with actual proof that i paid the tax. Not bothering to claim my tax this year which is annoying becasue I was auditted last tax season for GST/HST and expect to be on a radar again and not having proof would be bad lol.

My understanding (which could be wrong) is that we CAN'T claim the tax because nothing eBay provides us indicates that the tax was charged. The USA packages aren't affected obviously, but it would be nice to have the breakdown for the Canadian ones. For non-expedited lite, I'd suggest comparing eBay prices with other offerings. You may be able to find the same (or better) final price, for the same service, with the tax broken out correctly.

Official legal accepted documentation/totalling appear to be NOT on eBay's radar for things to be fixed.....EVER!!! No matter how many times it is put out there as being a problem.
