How soon can I make "second chance offer? Winning bidder (she is brand new to ebay) paid promptly. I went to the PO to ship, PO clerk said address is incomplete. I have messaged buyer twice through ebay system, asking for the whole address She has not responded. How long should I wait before refunding and make the offer to the next bidder. There were 13 bids between 3 bidders. If The buyer isn't responding, I may lose the sale, so how long must I wait? Anyone know if there is a timeframe for that? Thanks.

Start with Google Maps.
What is at the address she gave?
A house? Apartment building? Store? Mailboxes R Us?
Then Search her postal website (Canada Post or USPS?) for the address.
There may be something pop up that she did not include.
You can ask eBay for her full contact information, including her phone number, but when you get that, she gets yours.
However, if email is not working, phoning sometimes will.
Or you can cancel and refund on the basis of 'Problem with Address'.

4 days is reasonable, but don't make a second offer until the first purchase is properly ended.

Did the PO clerk tell you what is missing from the address?
Did you look and see what Shippo and PayPal also show for the address?
...
If you got 3 bidders you are unlikely to lose a sale -- most auctions are lucky to even get one bidder. Three indicates some interest in your item.

you should be shipping to the address supplied with the paypal payment, that uis the one on file, so it should be all you need..

I tried. The postoffice needs more information in order to ship. I am old school, writing out forms and shipping over the counter. The clerk could not generate postage without all the fields filled in. As she said, even If I were to ship with the address provided, it would just get returned.
