Opening item not received case after 45 days.

Someone from Belarus bought a motherboard from me 2 months ago and now the package appears to have been lost. He just opened a case and asks for full refund.  Tracking number stopped tracking package after it left Canada. 

 

I thought you could not open a case after 45 days?  Or is it 45 business days?

 

I will issue refund by friday but was wondering if ebay policy had changed.

 

In any case, last time I ship to Belarus or any other country where you cannot purchase private postal insurance. Basically I Just lost 200$.

45 days from date of sale,he shouldnt have a case,dont refund too fast,wait to see what ebay says.

45 days from date of payment if paid by PayPal.

On ebay.com 30 days after estimated date of delivery in the listing if there is a date.

I don't see why you have to refund. You have proof of sending. There would be no tracking info while in transit. Some postal systems are snail slow. I've heard of parcels going air taking 6 months.

Was the case opened through Paypal or ebay?

 

I had a case open through Paypal the other day but they closed it right away because it was after the 45 days.

I've heard that ebay will let a case open but they won't make a decision on it if is after the required time. I suspect that Paypal would be the same way although you could phone them to ask. Either way, the case will still count against you with the new defect system. In my case, I did refund as I believe the buyer that they didn't receive the package.

 

How was your package sent, there aren't many services that have any sort of tracking overseas?

If it was sent by ground, that can take a long time so if/when you refund, I would ask the buyer to please let me know when they receive it so that payment can be arranged.

Proof of sending does not mean that the buyer received the package. The seller is responsible for that package until the buyer receives it.

Unfortunately, we have no way of controlling what happens after we mail it. I was not aware that sellers were also responsible for the delivery part only proof of sending.

somebody has to be responsible. The sender is the only one who can put a trace or claim for a shipped item, so it only makes sense that the seller is responsible until the item is confirmed delivered. 

 

the only time this really becomes an issue is when ebay/paypal rules and policies conflict with the carriers.

 

Before ebay changed their claims for INR, I had ebay close a case in the buyers favour for non receipt because it was past ebay's estimated delivery, but canada post wouldn't accept the claim until much later.  A week or so later, the item arrived, the buyer never repaid for it, ebay washed their hands of it, and Canada post denied the claim since it was delivered.

I told the buyer I would refund him but I expected him to help me as I would open a Canada Post investigation.


After that the buyer Closed the case and gave me some information and I opened a Canada post investigation.

 

Seems he is good intentioned . I will refund him in the end if the package is not found or delivered.
