I have an offer for an item from a Canadian buyer paying with a Canadian address.
He wants it sent to a U.S. address.
Am I covered with this situation?

For you to be covered, the buyer needs to make sure the PAYPAL payment address is the address they want the item shipped to.
As long as you ship to the PAYPAL payment address you are covered.
You aren't covered if you ship to a different address than the PAYPAL payment address.
I'm not sure if they've purchased yet, so as long as you ship to the USA, and if they haven't paid, just let them know you will ship to the PAYPAL payment address and they need to make sure that is the USA address they want it shipped to.

To clarify, you have to send to the address that is shown after payment as been made. That may or may not be what address the buyer has registered on Paypal with but it is the address that will show on both ebay and Paypal after payment has been made.
If you do send it to an address that is not the one the buyer used at the time of payment and the buyer files an item not received claim, you could lose the claim because you couldn't prove that the item was received at the payment address.
