Just totally for my own curiosity...
Why does a package with dimensions of 24x19x1.5 cm with a weight of .05 KG cost 13.13 to ship to Florida but costs 19 to ship to an address an hour from my house in ontario?

The other parts of the equation are the parcel to your neighbours house include a higher fuel surcharge and Canadian tax. Fuel surcharge is service specific. Higher for what are considered premium services. Canadapost does not include tax for shipments going internationally. If you use Shippo or CP and click on the tab it will show a breakdown of the charges. Unsure if that option is available with eBay labels. Unfortunately those "bonus" charges do not show up on the label portion of receipt.(Shippo/Ebay Labels)

There is a breakdown of all costs when you look at the list and also whether tracking and insurance would be included or an addition.

Just as a fyi $13 is the tracked packet parcel rate to the US for that weight.

The way I understand it CP pays usps an amount (designated by the UPU) for the cost of handling and delivery once it reaches the US. If the package is going out of the country CP usually handles it once or twice but if it is delivered within Canada, they handle it much more resulting in higher costs for CP. Plus as others mentioned we only pay tax within Canada. That's my guess anyway.
Other than that, they probably charge more than needed for close locations to make up for the higher cost of more remote places here.

That package should fit oversized lettermail and go out at $1.94 to anywhere in Canada. If you need to, you can register it with tracking for another $9.75
More generally though, you should be able to ship that out much cheaper than $19 even if sent out as a parcel. Are you shipping it from the PO over the counter? If you are ... don't. Use eBay labels or preferably get a small business account with Canada Post. Depending on your exact location, you might even qualify until the end of the year for a 20% rural discount (which basically puts rural people on par with those shipping from a big city). I'm still at level 1 and just printed the label for a nearly 5KG 12"x8"x8" box from northern Ontario to southern Ontario for $21 and another that was about 4.5KG 12"x12"x7" box to Alberta for $25.

it's always been this way, when shipping to the US. For all my time on Ebay, i have been able to ship packages far more cheaply to anywhere in the US, including Alaska and Hawaii, then i could ship them across the street, or to myself.
When you shp to the US you are taking advantage of USPS's much lower rates. As stated above all CP does is send it to the US and so handles the package very little. The Universal Postal Union has also kept a tight cap on rate increases when shipping internationally, so we are benefitting from that as well when we ship internationally. Also, you don't pay tax when shipping internationally, which saves 5% to 15% depending on your province.
This is also the reason why US sellers have to charge so much when shipping to Canda. Most of the charge they have to pay reflects Canada Post's relatviely much higher rates, as compared to the USPS.
This all applies to smaller packages, under 2 kg. With larger packages it can be a different story and they can often be shipped more cheaply within Canada. With packages 1-2kg it can be a **bleep** shoot whether it's a lot cheaper or not sending to the US. Often it's only a bit cheaper.

Shipped a small 57 gram bubble envelope which, unfortunately, did not quite fit through the 20mm letter mail 'slot' at the post office. Shipped from Ontario to Calgary. With taxes, fuel surcharge, grand total was $22.05 Does that sound right? I thought it was a little excessive for such a small little parcel.

Is it absurd that the prices are that high? Yes.
Did you overpay a little? Yes. You could have thrown the bubble mailer in a small flat rate box for slightly cheaper (18.99 + tax).
I feel like with a SfSb account or eBay labels it would have been a little bit cheaper also. You pay the most if you're doing it over the counter at the PO, even with the card rather than online. That being said, Ontario to Alberta is very unlucky. It's my understanding that, for Ontario, the mail goes all the way to Vancouver first, then goes out to Alberta resulting in the higher costs.
