the item should always be shipped to the address that comes with the paypal receipt.. if the buyer wants it shipped to another address than the one that comes with payment it is not covered by paypal protection..
if a buyer wants it sent to an address different than their paypal registered address they can change their shipping address at paypal prior to buying anything..

I have had a buyer that want me to change the mail to address... to an address other than that indicated on Paypal.
The Paypal payment was refunded....
A Paypal invoice was forwarded with the new address the buyer wanted the purchase mailed to .
Buyer pay he new invoice, and you ship.... Make all of the appropriate ticks on eBay... Mark as paid and mark as shipped.
In my situation... buyer sounded a bit off.... But I was able to ship to the Paypal address.

It should be noted that a buyer must identify a Primary Shipping Address before they buy....
The address on Paypal is linked to this Primary Shipping address on eBay ....... and this Paypal address cannot be edited.... or changed.....

I ship anywhere buyers ask for the most part and I don't care about the near useless "seller protection".
Your relatively low value, low scam items especially.
In theory if a buyer requests an address change within My Messages eBay will cover you for an INR claim where you have tracking showing delivery. Getting them to follow this policy might take a bit of work and the policy does not extend to PayPal.
