The people who are offering free shipping should be including their shipping cost in their asking price. Those who don't? Well......

You may want to consider listing anything that requires parcel shipping, to ship in batches. I've seen sellers that have similar items to mine with 3 dollar shipping when in theory(CP guidelines) that wouldn't be applicable. Only conclusion I can come to is they purchased stock in massive volume so they have the wiggle room.

Was that a shipment to the US? If so, then you sent it tracked packet. For a low value item like that you can ship it much cheaper with untracked small packet for about $10.
And as suggested, get a Small Business Solutions card at the post office if you don't have one. It gets about 5% off at the counter, and for some services liked tracked packet it gives a big discount if purchased online.
It appears that you are in the Montreal area as well, and there are some alternative shipping services like chitchats, and likely more but I don't know the Montreal area so can't help with others. These are cheaper for small light items, but you likely need to drive a bit for a drop-off so you have and it is a trade off there.
Some things don't make sense for eBay, and sub-$5 items that can't be shipped by lettermail are usually one of them. They tend to get bundled up and sold as lots.

I suspect there are several factors at play. In the USA they can ship them extremely cheaply so those are the types of prices you'll see. Make sure you have the shipping estimate set to a Canadian postal code to see the Canadian shipping prices they're charging. Second, I believe SOME hot wheels are quite thin and CAN actually go oversized lettermail. It's possible the sellers are only selling the ones that can. Third, they may be shipping them out lettermail even though they're technically too thick. If they use stamps, there's a decent chance that the overworked postal employees either won't notice or it won't be worthwhile for them to take the time to deal with it instead of just allowing it through. I don't recommend the third, but I've heard about lots of people doing that sort of thing.

One never knows what angle some of these folks have, I've seen situations where the persons work doesn't "care" if they send packages out through work (or they don't "know") so the shipping is free from the sellers perspective....
(Wayyy back when I started on eBay in 1999 I was working full time plus doing this so I couldn't make it to the PO for parcels so I was shipping them out of the shipping department at work. I was paying the proper rates, I can't remember if it was the normal rate or if I got the discounted rate the corporation got....that's 22 years ago, I did well to remember this much!)
