I've decided to try out ChitChatexpress for shipping.
As a Canadian seller can I make USPS show up in the shipping selection so it shows the nice low USPS prices?

Unless they have changed the system recently (they would never do that, would they?) ....
If you list on ,ca, no you cannot show USPS as a shipper
If you list on .com, yes you can show USPS as a shipper.

You would have to list on the .com site to show specific USPS services and/or to use calculated shipping for the USPS. But you could list on .ca using a flat rate and show that as standard international shipping. If you are using first class I believe that it is one price all over the US so you wouldn't need calculated shipping but please double check on that.
But...if I were using USPS, I would likely list on .com, as some US buyers might be more prone to purchase if you are showing which specific service you are using..

You'd have to list on eBay.com and have the start location be the zip code ChitChatsExpress uses for calculated shipping. The other reason is that those "low prices" are in US$, not in Cdn$
You may also wish to adjust your handling time (if listing with USPS on ebay.com) to allow for a bit of extra time for the package to get scanned into the USPS system. This is to avoid eBay's late-to-ship ding.

I assume you've checked out ChitChats discounted shipping in Canada (flat rate to much of Canada makes it easier to list on eBay.com).

First class isn't zone specific like priority but has several price tiers ranging from $2.61 to $4.30 USD depending on weight.
Your advice on listing on ebay.com with USPS shipping selected would be spot on, with the only caveat being changing your handling time as ypdc_dennis notes. Definitely gets you more sales vs listing on .ca with the generic non-carrier shipping options.

This is correct. Canada Post shipping API (rate requests) is only implemented on .ca, and USPS shipping API is only implemented on .com. I don't imagine they would ever change this now that carrier accounts are specific to separate companies with the formation of Ebay Canada as a separate business and shipping contracts specific to each business.

And I need to add one more to this string as I have been dealing with just this. I am a Canadian seller on .com who used to ship from Montana and got paid via PayPal. But I can't now because .com has no longer pays out using PayPal but pays out from eBay itself. So, kicker, if your .com account was registered with a US address (in this case Montana), you need a US bank account to get paid. eBay.com won't pay into a Canadian bank account. So now I am setting up my .ca account and I can't list USPS as a shipping option. Soo irriating. I have present myself as Canadian, shipping from Canada. I guess I will just put a note in all my listings saying that I will ship USPS privately for American buyers. I hope the market exposure will be the same.

It's too bad the associated shipping rates (UPS) that Net Parcel uses aren't available with Calculated shipping for sellers that it is feasible for. Would make it a heck of a lot easier for the Canadian sellers vs the nuisance known as Flat Rate.
Caveat being the home delivery charges that seem to get randomly charged to some sellers that use UPS and or Fedex. (Reported on dot ca and dot com)

It's been about 3(?) years but US First Class Package IS a zoned service now and the rates vary considerably between local zones and distant zones.
From Niagara Falls the rate for a 4oz package (the lowest tier) is $3.01 to local zones and $3.46 to distant zones such as anywhere west of the Rockies (CA, OR, WA, NM, AZ etc.) At 12oz it's $4.04 to $4.68
Note that the rates above do not reflect the temporary increase that is currently in effect until Dec. 31st.

You can have a US bank account through RBCBank (part of the Royal Bank) or TDNorth (part of TD Canada Trust).
These are both US banks in US dollars.
But Managed Payments doesn't accept that.
Managed Payments insists that you have not just an account in the USA but residency there, which Paypal did not.
Or you can use a Canadian bank checking account held in US dollars.
This may cut down on currency exchange.
