I ask this because I keep getting international bidders in countries that I don't want to do business with. I had an option to ship in the US.

Are you getting overseas customers using American freight forwarding companies?
Your responsibility for delivery ends at the forwarders doorstep. Use tracking.

You can set up shipping to the US separate from any other country worldwide.
This can be done by selecting shipping to a "Custom location" when international shipping is being set up for listings...
Then you can specify the countries you do not want to ship to..... This can be done under seller preferences

If you want to ship to Canada and the US and no where else, you must also provide prices for shipping to Canada and the US..
and... then do not set up any shipping for worldwide

I am getting buyers in other countries who can't even give me a readable address, don't speak English and with an Ebay score of 1. I don't want to deal with these people. Besides the cost to ship something in those places is very high. I don't understand how they can even bid on my items. I set a shipping option for only Canada and US.

setting shipping options to only Canada & USA will not stop bidders from other countries, bidding on items...you need to set your shipping preferences to exclude the shipping locations from your listings PLUS set buyer requirements to block buyers in locations to which you don't ship.

That's not necessarily true. If you specified US and Canada only and then used the 'block buyers in countries that I don't ship to..." that would block buyers in other countries. You wouldn't need to specifically exclude other countries.
But if you specified worldwide shipping and wanted to block specific countries, then you would also have to exclude the countries that you don't want to ship to.
Or if you specified that you ship to Europe but didn't want to ship to Russia, then you would have to specifically exclude Russia.

Wow I see that I have a bidder from India... I am **bleep** off. Ebay totally messed up. They made this unfairly complicated. They should know that we Canadians often like to only deal with USA and Canada. Maybe I should sell my item using another way.

If he is bidding (and has not bought) just Block him.
You don't have to give a reason.
Sellers are allowed to protect their businesses.
Or you could email the unwanted bidder and tell him how much shipping to India with Air Mail and tracking would cost.

That being said, I have been selling internationally for decades, and internationally on eBay since 1998.
There are a couple of countries I won't ship too (Brazil, Russia, and Israel) but on the whole if I calculated shipping correctly, and used an Air Mail service, there are no more problems overseas than in Canada and fewer than with US customers.
But then it depends on the customer demographic.
My customers read carefully and actively enjoy following instructions.
You seem to sell to gamers. Not the easiest customer to deal with. I wouldn't ship overseas to that group either. And some of my best friends....

I suspect part of the problem is that you started the auction too low.
Penny auctions attract bottom feeders.
Combine that with your low seller feedback and you set yourself up to attract scammers.
Is bidding up to a reasonable level now? That should mean that the scammers will lose interest.

It looks like your blocks are set up correctly so the only way the buyer from India can bid is if they have a US or Canadian address. You can write them and ask if they are planning on having it shipped to the US or Canada as you don't ship to India. Or you can just cancel the bid now if you want to. The type of item that you are selling does tend to attract a certain type of person so if you sell something like that again, you might want to sell it using a buy it now price and require immediate payment. You would have to set that up on the advanced listing form.

When a person signs up for ebay the country shown to sellers stays the same forever even after the ebayer has moved to a different country. So if we were to move to another country and keep our ebay accounts our country would still display as Canada to seller when we bid.
When a Canadian buyer has an account that was opened in USA like 10 years ago wins one of our auctions we as sellers get charged the extra cross border % as if they still lived in USA.
But this works both ways when a Canadian ebayer moves to USA and buys auctions from Canada the Canadian seller only pays the domestic % even though the buyer is now "an american".

I think that most people would change their registration to the eBay site where they currently live. According to eBay this is how you do that.....
You can change your home country or region by updating your registration information:
Go to My eBay > Account > Addresses.
Select Change next to Registration Address. You may need to sign in again.
Enter any changes, confirm by selecting Change registration information, then review your information and select Submit.
