I have been business as usual even with the strike, opting to use UPS or Purolator instead - I have flat rate shipping that usually mostly covers this option but I am noticing something wierd. On Friday when the strike started I got an order and sent it UPS through eBay - I checked Netparcel as well but the eBay price was significatly cheaper - and incidently, eBay goes through Netparcel for UPS. This made sense to me, eBay is a way bigger account so they would be getting better rates then I would as an individual account.
Saturday I get another order but this time when I compare rates, the UPS price on eBay is more expensive then UPS through my Netparcel account which I might have written off as a one-off, except I got several more orders over the weekend and it was the same deal - all of a sudden eBay UPS rates had gone way up.
I would hate to think that eBay is padding the rates to make money off of our new lack of choice... anyone else noticed this?

wondering if it has anything to do with the previously announced UPS holiday season rate increases/surcharge increases for the holiday season....

Unfortunately likely what is the cause. Not good timing!!! Hopefully for anyone using calculated it is being applied properly?

if that was it my UPS personal Netparcel rates should have also gone up proportionately...

the timing doesn't match up if it started November 10th - the rates should have been just as high on the Friday as it was November 15th - which is after the date mentioned for the surcharge.

When you process your UPS parcels thru Netparcel do you get a breakdown of charges either before you complete or after?

eBay rate may include GST and HST folded into the rate you see. Where as net parcel might show you the sub-total. So for example on eBay you're seeing 11.30 ($10 sub-total + $1.30 tax) and on NetParcel you're seeing $10 and the tax is added later.
This has been an issue with eBay labels that last I heard hasn't been resolved. We don't get proper invoices that separate the sub-total and the tax. This is an issue because sellers who are registered for GST don't pay the tax. (They pay it upfront, but get it refunded come tax time.)
You also have to keep in mind that the eBay rate you are shown is only an estimate. You could be charged more or charged less. So there might be a reason for why the estimate is different.

I don't think I've ever seen someone say that eBay's UPS account is through NetParcel. Do you have a link for that?

PayPal offers shipping through NetParcel...as far as I know, eBay intergrates directly with UPS.

Apparently Uber will raise the rates for their service if they think there is extra demand.
And it seems other businesses have learned that customers will accept that.
Which is why I call a taxi with set rates and not a "ride service".
I am old and cynical.

when I printed the label I could see the Netparcel logo at the bottom - you know the little parcel logo
