I've been selling on ebay for a long time and have maintained a perfect feedback record throughout, but have recently decided to switch to a new account. This page says
"If you have more than one seller account, you may also be able to raise your limits by linking to your other, more established seller account"
yet the customer service representative I spoke to just ignored it when I linked to my old account and did not give me an increase. Is this normal or am I missing something? Thanks for your help!

It was the same thing for me. My funds were frozen until I proved delivery or 21 days had passed. But this *new* account was created in 2011, so it's been 10 years now, 11 in September. I don't think they have changed their requirements, but you can try to call them.

Switch or continuing selling with your current id and ADDING another selling id?

I opened an experimental account about two years ago and 30 days later I phoned Help and Contact and my limits were raised.
Perhaps a second call would help?
Or perhaps you had not completed your first 30 days when you called? Or the upgrade will happen at the beginning of your next 30 day period?
BTW- although my new account has been active for about two years, I am still having payments held for the full 21 days. In part, because I have not yet had enough sales an in part because I don't track those low-value packages.

The new account I'm using to sell (which is this one) was actually registered in 2015. I sold a few items under it last year and now want to fully switch to it from my old account. Yet I'm still only able to list 30 items. I actually did speak to two different representatives about getting an increase but both had an unhelpful attitude from the start and would not even explain to me why I'm not allowed an increase. I'm even beginning to wonder if I'm simply being discriminated for my ethnicity, especially since you were able to get your limits raised after 30 days.

Why does it matter? The last representative I spoke to didn't seem to think it matters as she didn't ask. Not that I mind sharing, I'm just wondering. The reason I want to make the switch is because 1) someone from my past knows about my old account and as I'm trying to sever ties with them, I thought switching to a new account would afford me more privacy and 2) I accidentally switched to Managed Payments with my old account and cannot opt out of it, and I want to be paid by Paypal for now.

No, but they can see my account information including my first and last name, which they used to address me with.

It matters because if your old id is no longer active it isn't going to help get you increased limits on your new id.
There is no way to "accidentally" switch to Managed Payments and once you are in there is no way to go back to PayPal. If your old id was still using PayPal it would not be long before you would have to switch that account to MP as well. At the rate they are going almost all active selling accounts will be in MP in the next couple of months.
I have multiple selling accounts, one has not yet been induced into MP, I suspect because the number of sales I make on that id are TINY (I use it to list my deader than dead items).

Well, I never deactivated my old account, I've only just put all my listings on vacation mode, so it's still active.
I wasn't required to switch to Managed Payments (yet) at my old account, what I did was that I accidentally clicked a button to switch myself to it. 😞

Yeah, stuff happens.
You do know that with your Store on Vacation, you are still paying your monthly subscription right? It might be worthwhile to close the Store since you have no active listings in it.
You could also, if your 'stalker' is not too determined, try changing the name of your older account (which keeps your feedback and of course Managed Payments).
And put him on your Blocked Buyer List. If you have been in a transaction with him at any time, you can't Block messages, but you can block attempted purchases.

Yes, I'm aware of that; I wanted to successfully migrate my listings to my new account before cancelling my Store subscription at the old account.
I worry that my "stalker" may have my old account followed so I don't think that simply changing my username would work? And I can't block them because I don't know what their username is.
Thanks for trying to help though. Mainly I'm just very disturbed by the treatment I was received with by the customer support staff as I don't know whether they're like that towards everyone or just me. I always try to be polite and kind to everyone but it was like, they were so blatant in their show of unhelpfulness towards me. That bothers me much more than the actual technical issues I'm dealing with.
