Buyer wants me to send their order to the PSA Vault in Delaware. Canada Post has returned the package back to me twice in a row, claiming that the address doesn't exist. I've triple checked the address, it's the correct address (address is publicly listed on their website but I don't know if posting it here will cause a filter to go off).
Anyone else have experience doing this and why is Canada Post refusing the package?

Try putting the address into Canada Post's address complete site and see if you can find it there.

Is the package being returned by Canada Post or USPS?> Is the package actually traveling into the USA and then rejected? or is the package being refused at or before crossing the border?

Risky sending anything of value to USA via letter. Even collectible cards. Should be sent with at bare minimum tracked service due to the fact those items require customs paperwork. Higher value via Expedited or Xpresspost. More critical going forward due to the new duty regulations in the works.

Contact PSA directly and ask them what address to use with USPS.
https://www.psacard.com/info/shipguide - I am unsure if that is for the vault, but CTRL+F address and there is some info there about a change in address.
If PSA indicates that you were given an incorrect address to use with USPS, then contact eBay and explain the situation. Check to see if the buyer protection is voided because fo the incorrect address+return to sender.
You have to send to the exact address the buyer provides at checkout, or else the seller protection is voided and the buyer can get a refund even if the item shows as delivered.
If the buyer protection WAS NOT voided, you need to cancel and have the buyer re-buy with the correct address.
If the buyer protection IS voided, you should be safe to send it to the correct address that PSA gives you.
If PSA says that the address was correct, and you've sent this properly with a parcel service like Tracked Packet (not lettermail) - then consider using UPS or Fedex.
As far as who should be responsible to pay for all the extra shipping if it turns out it was the buyers error, that's up to you to determine.
