IF canada post goes on a strike on 22 which seems quiet possible, when do you think would be the last day to ship? I think as far as domestic shipping goes, today (and maybe tomorrow?) is the last day. As for shipping to us, this thursday would be the last day since it usually takes 3 business days to arrive at the us custom. What do you think?

I'm in the process of shutting my store down today, I was going to close at the end of May for my summer holiday anyway, the TMT (too much trouble) risk between now and then has led me to start my holiday sooner, which I'm not so sad about!

Personally, I'm waiting until the 15th of may before doing anything.
I will use alternatives starting at that date, just to make sure.
A lot of hassle, but I won't take any risks beyond that date.

I am putting myself on vacation for 30 days today. Hopefully they will not go on strike but last time I had several pieces of mail stuck the whole time. Fortunately my buyers were wonderful and did not panic.

Switching to Stallion provided couriers tomorrow for domestic (I set up rate tables), will end USA on Thursday (not using cross border couriers for now).

I've already shut down (last night). I have a double motive though... my surgery has been rescheduled to Wedsneday (was Thursday until later this afternoon when I got notice), so I need to be shut down. It's a coincidence to deal with both at the same time because unless you want to gamble on there being a strike or not, it makes sense to shut down about a week before to avoid packages being stuck.

I'm thinking the 15th for most items. If they're going a long ways away, maybe the 13th and if they're going within province, probably the 16th. I'm not shutting the store down though, I'll just use alternate carriers (and switch off PO Boxes).

I don't think there's a need to shut down your store, just change your shipping method on your listings. Sure there will be a lot less buyers but I still had some during the last strike that were willing to pay a higher shipping fee.

Unless I have a sale, there's nothing for me to worry about ...handling time will be extended even further than the current 6 business days and whatever processes required will be applied as needed>same as for previous strike..."Time Away" as last resort...

This depends on your risk tolerance.
Where I am located, most items shipped to the USA take 2 days to leave the Canada Post system and get into the hands of USPS. Canada Post has Monday May 19th off. For USA orders, I would probably use that as a cutoff. If you're less risk adverse, I would use Friday the 16th as a cutoff.
For Canadian orders that are parcel orders, May 16th would be a reasonable cutoff, but you still might get a few stragglers. I use a combination of Canada Post and UPS. Usually, it's roughly the same price for anything non-rural. What I am doing right now is for orders where maybe UPS is a few dollars more, I'm biting the bullet and using UPS. I am only using Canada Post for PO Boxes and rural orders. I'll probably cutoff Canada Post completely at the end of the week.
For lettermail, it really depends on your volume. Most things that ship lettermail are very cheap and have a really long delivery window. I'll keep going with lettermail until the week of the potential strike and then cut it off. If something gets stuck in limbo, sending out a $15-$20 refund isn't the end of the world. Realistically, you should probably stop lettermail this week if you are super high volume where you will have to issue loads of refunds, or you're risk adverse and don't like the idea of potentially having to refund a few orders that don't arrive before the strike.

Switch to UPS calculated shipping.
Like you said, some sales is bettter than none.
Stallion or Chit Chats is a good option domestically for those it is available to, but no integration with eBay makes it an issue because a lot of buyers will be in areas that are rural or not eligible for most of the cheaper services. So it will result in having to reach out and cancel orders due to problem with address.
With UPS or Fedex, they have eBay integration. That makes them the easiest thing to use in this scenario where it's a soft-vacation mode. As in, you expect some sales, but not your normal volume. Rural or far out addresses won't buy the items because they will see the absurd calculated rates up front rather than seeing a Chit Chats or Stallion based flat rate that doesn't actually apply to them.
