The mail length of Tracked Packet to USA is usually about 2-3 weeks while to France it is only 3 business days!! I mailed it to France on November 2 and it arrived today (November 5)!!
USPS wise up and move the items faster! It is USPS that is so slow to move items.

I think that you are being a little hasty to blame the US Postal Service for this one.
I have seen many many occassions where Canada Post dragged their feet horrendously and packages sat here in Mississauga, at the main processing plant for days and even over a week on occasion before getting on whatever mode of transport they were going on to get to the US.
The bottom line is that the state of mail delivery in both Canada and the USA is abysmal. As is the case with most other industries, when you have unions involved making sure that pay is not based on productivity or work ethic you get the bottom of the barrel for workers with the predominant attitude being "How little work can we do for the most money possible!" Canada Post is a perfect example of that situation run amok to the worst extent possible. There are a few exceptions but for the most part Canada Post workers are the surliest, laziest, employess I have ever encountered.

This is going to come across as sarcastic and it's not meant as such but here goes:
There is a zero per cent chance that USPS will read what you have to say about their delivery speed if you post it on the ebay Canada Community board.
Be happy your packet made it to France as quickly as it did, and then call USPS to lodge your complaint about shipping speed. Or look for them on twitter. Corporations pay more attention to social media than we might believe. Also, call US Border Protection while you're at it because, in my experience watching Tracked Packets make their merry way southward, it's just as likely to be delayed at incoming Customs as anywhere else. But, yeah, if your shipment is destined for the Deep South, don't hold your breath. There is a hub in Texas with a terrible reputation. It's not the only one known to cause delays.
Canada Post if often no better with delays at the big sortation plants in Mississauga and Richmond.
It is the unfortunate reality of mail order.
Couriers are faster. They also cost an arm and a leg.

Excuse me, yes I can blame USPS from the judge of the tracking information when many items were sitting in USA for days, even weeks. So I can blame USPS.

This might help.

Make your displeasure known. Companies pay attention to the masses on social media.

I don't use Twitter, facebook, social media, etc. Would prefer email address &/or phone number. Thanks.
P.S. I just read an article that whoever use Twitter, facebook, social media, etc., are hiding behind them and don't mingle with people, are angry, etc. I am not one of those. I prefer to use email or phone to discuss in depth. Thanks.

You do know that discussion boards on websites are generally considered 'social media', right?

Just as a follow-up, here is tracking from my last two Tracked Packets to USA and France. Both were delivered fast, within the week.
Texas:
France:
I mention this because three weeks to to the USA is an anomaly. Something must have gone wrong with the shipment but, as you no doubt already know, Canada Post xpresspost USA is the only one that comes with an actual delivery guarantee,
