I echo the original posters request, I use Shippo but have no idea how to do a return label either, most of my post is letter mail in Canada but some of my items are sent to USA via Small Packet, and a few Parcels in Canada.

if the buyer is on good terms, i would just tell them to send it back, advise them how to do it, and what shipping service you want,, and then show you the invoice with the tracking number.. and i would send them a paypal for the price paid..

There are no USPS parcel services without tracking to Canada so I don’t understand how the $20 service could not have tracking. You may have been given the wrong information.

Actually....if they went to the post office to buy the label then it probably was the tracking issue. I know that at one time delivery confirmation on first class international was available if the label was purchased online but not if purchased at the post office. I’m not positive but I think that is still the case. I had forgotten about that.
