My automatic fee payments are set up:
1. PayPal
2. Chequing account
3. Credit card
There was not enough in PayPal but lots in chequing. Instead of skipping over PayPal and taking full amount from chequing, they split it. PayPal is now at zero balance and the other half came out of chequing.
Is this a change?
From eBay pages:
"If there are insufficient funds in the PayPal account, PayPal uses the funding source you selected when you signed up for automatic PayPal payments."
Seems to me last time they skipped over PayPal but I could be wrong, it was a long time ago...

This is normal, but may soon be changing. Currently, if there is anything in your PayPal balance, that is used up first BEFORE PayPal dips into your other forms of payment.
However, PayPal recently released their upcoming user agreement updates (coming in October) which, in part, say that they will be giving us more control over how we pay and, from what it sounds like, will be allowing us to choose which payment source we want to use instead of automatically using our PayPal balance without our say.
The wording, as many things are, is a bit vague, which is why I say it MAY be changing soon. The way I'm reading it might not be exactly what they mean. I'm hopeful, though.

I think it depends on which currency your fees are charged in and what currency you had in PayPal. Were they both in the same currency?
