I'm a hobby seller, and I don't have a store. Today, some promotion popped up when I was opening ebay app. It was showing like, "Promote these 3 listings to sponsored ads. You'll get 25% more chance to sell them" I instantly close the message because I thought it was ebay's another gimmick to collect more fees from me. Has anyone here experienced this promotion and used it? Did they charge more fees from it and how much? Thanks in advance.

These are just eBay's tactics for Promoted Listings.
Even at the bottom of a seller's listing prior to posting the listing live. For example on listings I just uploaded to eBay, at the bottom of the listing before I hit "List", therein lies this lovely bit :
"Drive sales by boosting your listing into more visible positions.
40% more daily bids, on average.
Basic access to ad placements across eBay
Pay per sale - only pay a fee when an item sells
Accelerate sales on any type of listing, especially useful on low quantity listings"

The "catch"? More money for eBay and less money for sellers.
Depending on what you sell using Promotions can be beneficial, for other sellers it's flushing money.
There are several type of eBay Promotions, the General Promotions only cost you money when you actually make a sale, you could test it out at a low rate to see if it has any positive effect. Do not venture into the other versions like pay-per-click or off-site ads, they could cost you a lot of money with zero results.
