ok so i want to make a return shipping label and I have no clue how waited on phone for 30 min to get a guy who couldn't even figure out what i was asking he thought i was the buyer for some reason..
I can't figure out how to send this buyer a return shipping label at all and he says he wants me to send him one.. I am located in Canada he is in the US.

This is a guess, but try using stamps.com, which is not part of the postal system as such.
Buy the USPS label through them with your Canadian address as the receiver and the buyer as the sender.
As I say, it's a guess. Pay particular attention to how soon the label must be used.
You might have to make the label a pdf to mail it to him. Does he have a printer?

I am having the same problem --- Issue with sending the postage money through PayPal is that it doesn't count as "proof of shipping label" through Ebay's return process ---> I am in the same scenario and have no idea what to do. My buyer is in the UK and I am in Canada. Issue with sending money for postage is that there is no insurance that they will send it / you will get it back per se.... Has anyone else successfully resolved a dispute of this nature before?

The problem with Zombie Threads is that any information in them is out of date and often no longer accurate.
You can make a USPS shipping label through Shippo. It may also be possible to make a Royal Mail label.
You will have to sign up for Shippo, which is eBay's default anyway, and to do that you will need a Solutions for Small Business number from Canada Post.

Alternately, you can use Paypal's Send Money service. Do NOT use Friends and Family.
If the recipient does not use the money to buy a return shipping label, you can then open a PP Dispute for Item Not Received.
