"Listings eligible to send offers" try to send offer repeatedly, but it doesn't go through.

Hello everyone, 

I have listings that I am eligible to send offers on. When I click on them and enter the percentage, I then click on "Send." 

However, many times, the offer doesn't send and the listing continues to appear as eleigible to send an offer on. 

I try repeatedly to send offers, but it just glitches and goes back into the system as eligible. I let some time pass, and try again. Then usually the offers go through. 

I have noticed this in the last few weeks on eBay.ca. Has anyone else noticed this or something similar?

This happens sometimes. I don't know why it happens. If you try again in a few hours, it will usually work.
