If you really don't want newbies, anxious to buy the great bargains they heard are offered on eBay, set your Seller Preferences to reject bids from bidders without Paypal accounts.

You can also Block bidders from overseas in your seller preferences.
Given your items, this may be a good idea.

If the 0 rating buyer does win the item, just give him/her a couple of days to pay, and if no payment arrives, just file an unpaid item claim. That would give the buyer a kick in the butt to hurry up with their payment, and if they don't, you receive all listing fees back and you can relist.
Just a side note, I was looking at your listing for the Blackberry Torch. In the description, you put that returns are accepted within 7 days, but at the top it says "Returns: No Returns Accepted". You may want to change that, as I believe that would give eBay cause to remove the listing.
