Then you file an unpaid item to recover your Final Value fee , close after 4 days and buyer receives a strike and relist..

0 can be problematic but not necessarily so , we all started at 0

 

Buy it Now with immediate payment required is always an option..

It's best to wait and see if there are problems before worrying too much.Most buyers,including new buyers,pay for the items they buy on eBay. The time to contemplate taking action is if the buyer doesn't pay. If the buyer doesn't pay,send a payment notice on the third day,open the unpaid item dispute after 4 days. Follow heidilynn's instructions on how to open the dispute,if necessary.

If you really don't want newbies, anxious to buy the great bargains they heard are offered on eBay, set your Seller Preferences to reject bids from bidders without Paypal accounts.

You can also Block bidders from overseas in your seller preferences.

Given your items, this may be a good idea.

If the 0 rating buyer does win the item, just give him/her a couple of days to pay, and if no payment arrives, just file an unpaid item claim. That would give the buyer a kick in the butt to hurry up with their payment, and if they don't, you receive all listing fees back and you can relist.

 

Just a side note, I was looking at your listing for the Blackberry Torch. In the description, you put that returns are accepted within 7 days, but at the top it says "Returns: No Returns Accepted". You may want to change that, as I believe that would give eBay cause to remove the listing.
