Hi cindyfu.. Have you opened a seller account and placed a credit card on file. Are you PayPal verified.
As a new seller you do not have a standards rating and it is my guess that ebay will not let you open a premium or anchor store. Basic probably yes

Something else to consider.. new sellers have listing limits for a period of time..

Doubt that store cost can be justified while under restriction.

You don't need a Store to sell on eBay. For new sellers it makes much more sense to use the 50 Free Auctions * until you have over 54 unique items to list.
And as heidi says, as a new seller you will have restrictions on the number, type and value of listings you can make until you prove yourself.
You do know that your buyer's payment will be held (in escrow) for up to 21 days, again against your performance?
*Canadian sellers can list 50 Free Auctions on eBayCanada and then another 50 Free Auctions on eBaydotCOM. The shipping fees are tricky, so take your time before going for this.
