Is this the shipper or is it eBay/Paypal/ the postal system?

EBay requires sellers to ship within 7 days to retain our Seller Protection.

That means getting your purchase into the mail.

But the postal system may take 3 to 30 days to get your purchase to you, depending on the service purchased, the seller's location (Toronto M52 1E6? or Iqaluit NU X0A 0H0?) and the buyer's location.  The same holds for couriers (UPS, FedEx)  and freight forwarders (Global Shipping Program).

And the shipping service tends to be optimistic about delivery times, often forgetting to allow for national and local holidays, weekends, and again location. Rural buyers should already be aware that parcels will take longer to arrive.

For example, you buy from a seller in China.

He gets your purchase into the mail the next day.

He has now fulfilled his promise of quick shipping.

But he chose Surface shipping. By boat.

If your purchase gets on the next boat out of Shanghai harbour, it may arrive in Vancouver within a few days. And then it has to be forwarded to you. And you have it well within 20 days.

But I might not get on the next boat. And the boat it gets on may go to Los Angeles first where your purchase is routed to Vancouver and then to you. This could take 45 days or more.

So read the listing again and see who is saying what.

That being said.

If your item has not arrived within 20 days from North America or 30 days from Asia, open an Item Not Received dispute in the Resolution Centre at the bottom of this page.

Where did you see the 8-20 days, and where did you see the 45 days?  

If you, in Canada, bought something cheap from China, then 45 days would be about right.  The last item I bought from China took 51 days to arrive.  That 8-20 day thing may be more applicable to someone living closer to the seller.  

If, however, you do not receive an item (which is very rare, - items are often quite late but rarely do they not arrive) on ebay you have 30 days from the last estimated date of delivery.  So if you have a last estimated date of delivery being 45 days from when you paid, that would mean on ebay you have a further 30 days after that to file a claim:

If ever you miss this deadline and there is a problem with an item (it does not arrive or it is not as described), paypal gives you 180 days (about 6 months) from when you paid to file a paypal claim.  See Section 13.5:

So you've got lots of time, you are well covered and fully protected, and I don't see anything to complain about.
