Give PayPal a call and ask them how to proceed to get your money back (both the payment made to the seller and the payment made to Pitney Bowes)

Go through ebay as it sometimes be easier to deal with gsp claims with them. The seller's insurance was only for where he shipped the item...Kentucky. After that, the gsp is responsible for any damages. File an item not received claim and if there is a section to add comments, write that it is a gsp transaction and that it was damaged in shipping. The seller might have a temporary hold on the money for that transaction but in the end they shouldn't be out any money and will not receive any defects.

The gsp is also covered by the MBG. It probably isn't mentioned in the page that you quoted because there was no MBG in Canada at that time.

On that page that I quoted, I am almost positive that it used to mention both the MBG and the Paypal Protection plan. I wonder if Paypal is still dealing with gsp claims.

If you open an claim on eBay, is there a way to specify that the claim is for a GSP item? If so, that's what I would do. If not, I'd phone eBay and ask to speak to a GSP specialist.
One thing is for sure: you should not seek resolution from the seller. Doing so means that you will not receive back the GSP portion of your payment (international portion of the shipping + any "import charges".)
The GSP is now almost three years old (I think.) And in all this time, eBay hasn't managed to set up an easy process for handling INR and Damaged in Transit claims from buyers? Shame on them! Buyers should not be left twisting in the wind whenever a GSP-related problem occurs. This definitely does not make for a "pleasant buying experience"!

While the seller bears some responsibility for poor packing, you should go to eBay for the claim and mention the Canada Post note of apology.
The seller who uses GSP is absolved of responsibility when his parcel arrives safely at the GPS plant in Kentucky. This is why US sellers use the service. It has not noticeable benefit for buyers, partiularly here in Canada.
To survive shipping an item should be packaged to resist dropping two feet (from one conveyor belt to another) and then having a fifty pound weight (the largest allowable parcel) dropped on top of it.
Which is why Canada Post (and probably USPS) don't pay out on damage claims on china or glass.

I learned a hard lesson when I contacted the seller about a damaged item and got the refund but NOT the shipping costs.
Use PayPal to open the dispute and you will get the FULL refund for item and the shipping costs. That is the process for Global Shipping Program (GSP).
And of course those idiots at GSP have to open all packages to "inspect" (as if!!) and re-packed very poorly and often removed the protections to pocket the difference in shipping costs. GSP is FAMOUS for doing that. It doesn't pay to buy anything that are breakable through GSP!! Those idiots at GSP doesn't care about re-packing with care!!
Please go to PayPal to open the disputes to get the FULL REFUND.

No,no, no!! Don't go to eBay to open the dispute as you won't get the FULL refund. Go to PayPal to do that and get the FULL refund. Okay!! I knew because it happened to me when I didn't get the full refund which I was supposed to get. It must go through PayPal for this dispute process to get the full refund. Don't get GSP get $$$ for FREE!!

You should get a full refund with a paypal or an ebay case. You may have had a problem in your case but it isn't supposed to be like that.

There is no special number, you have to call ebay and ask to talk to one...assuming there still is such a thing as an ebay gsp specialist.
The fastest way to get a phone number for ebay is to google it.

If the parcel was repacked in Kentucky, it wasn't the seller who packed poorly.
