Sorry to see you are getting scr*wed over by this guy who has obviously learned how to cheat the system.:-( I have no doubt that PayPal had good intentions for buyers in designing the system the way they did but they really need to step up and go after jerks like this one who canmake a total farce of the whole thing.
Have your brought his "feedback left" to Paypal's attention? I don't know that they will but there is a chance they may go after him if they are aware of it. At the very least they may put a "watch" on his account and the next victimized seller could be saved a chargeback.

PayPal will do some sort of an investigation into the account if you call them and explain. I had a guy claim unauthorized use of his account but he bought all the same type of items. Canadian flag stuff; necklace, shirt, belt, wallet, you name it.
When I called them to discuss it they said they'd investigate. I hope they weren't just paying me lipservice but that's what I was told. I had USPS Delivery Confirmation and I even phoned the guy. It was all hogwash and he'd done it before.

Although these three companies advertise to death that you should use their system, they do not accept responsability and often lay the blame on each other.
I have grown tired of getting negative feedbacks b/c these three companies want my money yet let me suffer idly when a customer calls me a thief because of an error by any of these three companies.
Post here if you have through of seeking a lawyer to start a class action lawsuite agains ebay, paypal and canada post. I have already contacted a law firm in Toronto and they are willing to take the file forward if enough people come forward.

It's been quite a while since I wrote that post. Since then I have turned to Canada Post's insurance claims and it has worked out well. It takes a bit of time, but you do get all your money back eventually if an item doesn't arrive or even if the customer does receive it but lies and says he doesn't. Actually, I now enjoy the process because it's no longer me who loses money because there is no tracking, it's Canada post that gets bitten in the donkey. Payback's a witch with a "b" eh CP?!!! lol.
I now just refund the customer, apologize profusely, blame it on the postal service, file my claim and move on. I always get positive feedback too and I avoid filed disputes, so my seller-performance is not affected. It's taken a lot of the stress out of the deal. Just be sure to put the actual value on the customs form, even if the customer asks you to put it lower to save them on duties. When a customer asks me to do that I tell them that I cannot because the item is insured and if it gets lost I will not be able to get my full money back, which of course is the truth.

US lawfirms stand a better chance against them as the US laws are more friendly to class-action-lawsuits. Plus there is 1000 more ambulance chasing lawyers in the USA than there is here in Canada.
