You probably won't get the item.

Go to the Resolution Centre at the bottom of this page and open an Item Not Received Dispute.

Tell the dispute that the seller is Not A Registered User (NARU)

This should get your money back promptly.

NARU status is occasionally a minor detail like a seller forgetting to update the expiration date on the credit card he pays his eBay fees with, but more often the seller is an arrant crook and has been bounced for nefarious deeds.

Have you contacted the seller?  If the item is something cheap from China it will not likely show up, not unless the seller sent it before becoming Not a Registered User.  Still, no reason not to wait a little while if you are hoping to receive it.  After all, paypal provides 180 days in which to file a 'not received' claim.  

In this link about feedback, here is what ebay says about items from NaRU sellers:

"If you've sent payment to a seller who is now "not a registered user" and you haven't received the item after a reasonable period of time, please file an Item Not Received dispute."

So by all means wait and see.  It might arrive, it might not.  Just don't let time slip away on you.

I did send seller a message and was unable to contact seller. Probably trying to rip people off and run. I will give it some time and then file item not received.
