Go to the Resolution Centre and start an Item Not As Described dispute.
You will be instructed to return the item to the seller (not the shipper, the seller) using Delivery Confirmed service. In North America this would be Expedited Parcel. Print the shipping label through Paypal , there will be a discount from PO counter prices.
Expedited is a Business Service, so if you are looking for it on canadapost.ca , be sure to click on the Business Rates tab. You can use them even if you are a private person.
When the item shows Delivered to the seller, either he or PP will refund your original payment. PP will not refund the return shipping and while the seller can, I doubt this one will.
You have up to 60 days to leave appropriate feedback. Wait until the entire transaction, including refund, is completed. At the same time you will be asked to leave Detailed Seller Ratings, which are much more important than feedback. The normal Rating is Five Stars. The lowest is ONE. No rating is a free pass. If a seller's ratings drop below 4.3 his ability to list and sell is greatly restricted.
