eBay seller has contacted me outside eBay about whether or not I have received the item I bought. Should I respond? If so, does this violate any eBay policy?

I dont believe so. Seems like a normal question, but unusual for it to be outside of ebay. I would message the seller through ebay, tell them that you are more comfortable communicating through ebay, and will message them when item arrives.
