why does my sale have a second chance offer available

Does a sale from an auction always say its eligible for a second chance offer, or is their an issue with the sale ? My first sale from an auction says that. I am confused. Any help is appreciated. Thank you in advance.

That is in case you have another identical item avaliable.

You can sell it without doing another listing.

that only happens when you have more than one person bidding on your item/
