So I ordered a very rare CD back in December (Dec 5th). It shipped on the 10th and the tracking stopped dead on the 13th and the expected dilivery was on Jan 3rd!
It's shipped with the Gobal Shipping Program and the last updates were from USPS (Destination BC, Canada).
I've had two other packages from December arrive, granted they weren't using USPS at all. I'm just paranoid that the company lost my CD!
I contacted the Seller and they said they'd call USPS to see what's going on and later gave me a partial refund.
Anyone else have something take this weirdly long? I get that my area is having shipping issues due to flooding, snow and COVID but I wish there was at least something to tell me what's going on! Even a "This package is delayed" message would be nice but nothing! It's just stuck in Cincinnati, OH for all I know! 🙁

I can only think it is a mixture of the holiday rush of parcels, work absences due to COVID including not only USPS but subcontracted trucks and flights, and as you say, poor weather.
I don't know if the western US had any problems like BC with all the highways passing through the Rockies being impassable for weeks, but that is a possibility.
I'm a little unclear about the seller sending a partial refund when you have received nothing.
Normally that is done when the purchase is useable but not as described (a red sweater ordered and a blue sweater received) or such slow delivery that the seller refunds the shipping cost as an apology.

Usually we see Erlanger KY as the delivery point. But Erlanger is part of Cincinnati's urban sprawl, so that should not be a concern.
Go to the eBay Chat/FaceBook/or Twitter and ask for a GSP specialist.
The phone reps might do this for you, but they are not eBay employees.
I contacted the Seller and they said they'd call USPS to see what's going on and later gave me a partial refund.
Once the delivery was accepted by GPS, the seller owed you nothing.
GPS has an excellent reputation for refunding on Item Not Received disputes. The seller should not have refunded you, because it was not her responsibility.
What was the last date for delivery you were given by eBay? You have 30 days from that date for a Dispute.

As far as I can tell the package was never received by the gsp Center. If it had, it would show that it was processed in Erlanger. Check the gsp tracking number at https://tracking.pb.com to see if that gives you any more information. If not, go to your purchase history and open an item not received claim. Note on the claim that it was a gsp item. The partial refund might complicate things but hopefully not.

Cincinnati is on the other side of the OH/KY border about 15 minutes drive from Erlanger. There have been mentions before of Cincinnati being used as a sort of branch plant for the Erlanger plant.
And the Cincinnati Airport is actually in KY about 12 minutes driver from Erlanger.
You are right though. Checking Pitney Bowes tracking is a Good Idea.

I don't remember it being mentioned but even if that's true, the package arrived in the unit early in the morning and left a few hours later. If that was the gsp center it would be there for longer than a few hours and tracking would mention that it had been processed there. The term 'missent' could suggest that it shouldn't have been at the depot.

Okay, just got home from work sorry!
I have no idea why they gave me a partial refund out of the blue. I did not ask for it at all. I just wanted to let them know that I hadn't recieved the item yet and that the tracking is dead. I told them I was willing to wait a few more weeks before asking for a refund as that's usually how it goes when an item is late around my area. (I did not open a Dispute at all. This was in a PM)
After they said they'll look into it a few hours later I got an email for the partial refund. The refund doesn't match the item price either (in fact it's more) or the shipping + import price (It's lower) so I have no idea what prompted that 😕
What was the last date for delivery you were given by eBay? You have 30 days from that date for a Dispute.
The last date I was given is Jan 3rd just like in the screenshot I included.

Hello! Just got home from work so I'm catching up on the replies here 🙂
Pitney says about the same thing as Ebay. I typically use https://parcelsapp.com/en/tracking/ as my go to as it's just easier to use one site to track my various things.
The USPS tracking number says this:

Don't mind the Destination on the USPS number as that seems to be normal looking at another number that I still have.
Checking the Pitney site though I find it weird that To is left strangely blank though I've never used the site at all so I don't know if that's normal?
Hmm.. I don't know what MISSENT is... I don't think I've ever seen that before. Good eye!

In short I haven't seen the "MISSENT" notification before so when I looked it up I found this:
Checking the Pitney site is not at all helpful. It's just the same though strangely To is blank but since I never use the site I don't know if that's normal???
I typically use https://parcelsapp.com as my go to tracking site since it works with pretty much everything and gives me lots of info. Thoguh strangely it doesn't have the MISSENT thing.

It looks like it's still in the possession of the usps so it wouldn't have reached the gsp Center....but that doesn't really matter from your point of view.
The refund was probably for the item cost plus the domestic portion of the shipping as thats what the seller would have received. The gsp would have received the international shipping amount and the import fees. To receive the gsp portion back you will probably have to file an item not received claim. If that doesn't work out then you can send a message to best customer service through eBay Facebook or ask ebay on Twitter.

Sounds like the seller is being good about it and trying to work with you. If it does arrive, I hope you make arrangements to at least send half the amount to the seller as they are out of pocket for shipping and fees due to the shipper's errors.

Yes! I feel really bad for them honestly since it's very much not their fault.
I'm going to wait another two weeks for any updates or the disk turning up in one of our mail boxes before requesting a full refund.
If it does turn up I'll reverse the refund if I can.
Just sucks 'casue it's such a rare disk that I can't just easily buy another one DX

Okay so update!
The item never arrived so I decided to contact support about getting the rest of my refund.
When we were chatting they opened a "Did not Receive Item" case for me and assured that they would look at it and give me the rest of the refund at no impact to the Seller...
Okay, great! I got the confirmation email about the case and was happy and everything!
Then about 15 minutes later I get an email from Ebay saying, "We're sorry you had a problem with your purchase. However, this item isn't covered by the eBay Money Back Guarantee."
I'm sorry what?! I literally have no item in my hand! I opened an appeal explaining that USPS lost the item and I contacted support and they opened the case for me and everything and I'm waiting on the result from that.. If that fails I'm contacting Ebay again about it 'cause this is ridiculous! I want my $20 that wasn't refunded!

Contact ebay customer service on Facebook or Twitter. Send a private message with your name and ebay email address. Then explain what the problem is with only the necessary info including that you haven't received the item, that the seller issued a partial refund on xx date and that when you opened a claim, they didn't refund the rest of the amount owed. They will probably need:
Item number
Item ordered date
gsp tracking number
I'm probably missing something but they will ask you for more info if needed. I've used cs on Facebook a couple of times. They were very easy to deal with and were very effecient.

Does Twitter have private messaging? And can I actually delete the account after I'm done with it?
Right now the Appeal seems to be standing. I contacted the Seller about keeping it open as well just in case.

Update 2!
Customer Service just contacted me about the Appeal and it turns out that there was confusion about the partial refund. (Guess the person who looked at it before thought I had already gotten a full refund when I didn't). They have told me that they have requested a manual refund for the remaining money and it should be available in 7-10 days!

I'm not sure what sort of "impact" is being referred to here, but in theory the seller should be on hook for some of the refund as the item's tracking doesn't show it as having reached the Global Shipping Center in Kentucky.
If the seller insured the shipment, they should be able to file a claim with USPS for a missing item.

I contacted Support because I didn't want to open a claim that could negatively impact the Seller in some way. I've never had an item go missing in this way before.
The Seller already gave me the bulk of the Refund. Ebay is just giving me the last little bit left over.
I do not know if the Seller insured the item or not and both of us were unable to make any claim with USPS.
The only option was to refund.
Here's what I got when I tried contacting USPS a while back. At least it was the only way I could find how.
