Both GSP and eIS are Seller Protection programs.
They are not designed to offer anything to buyers.
The newer eIS program offers more protections to Sellers.
FWIW, I have been selling by mail order since the late 70s, and in my experience, it is not unusual for a shipment to or from the USA to take a full three weeks to arrive.
It's usually faster, but not unusual.
Mark the last estimated date for arrival on your calendar and don't watch tracking.
If you have a deadline, buy locally.
