I am trying to buy a item but can not since I live in Canada.
Unfortunately, this seller will not ship this item to QC, Canada. Here is what you can do:
But the seller tells me they do ship to Canada
Hi. Our international shipping is available, if system is not accepting your pAyment please contact ebay. We could not ship without ebay global shipping program. Thanks
I check 3 items from their store and I can "buy them now" without that warning.
I assume they click something different for that item, do you know what it could be?
Canada is in the list of ebay global shipping program. I really don't get it and I am interested in that item
the funny thing is when I click contact seller and then click shipping I see this

That’s weird. Normally if the seller chooses to use the Global Shipping Program in a listing, no other options are available so the UPS Ground (eek) option shouldn’t show up for you.
Is the item prohibited from international shipping on eBay or listed in a GSP restricted category?

it,s not in the restricted items.
it's a laptop.
The seller just told me they updated the dimension of the items but that did not help. (will try tomorrow morning)
They also told me that it's the same settings for all the other items they sell.

also can they send me a Paypal invoice for a ebay item? Is that tolerated/legal on ebay? I think that is against policy.
I think there is non valid option for canada.

U.S. is an international option but you have to use the advanced listing form in order to have 1 option for the U.S. and another option(s) for other countries. When you are on the sell your item form, check on the top right corner and if you are on the quick form, it will give you a link to go to the advanced form.
Keep in mind that if you are shipping internationally and using calculated shipping, you must specify the correct service for that country so for example you could use small packet air USA to the USA and small packet air international for other countries. If you are using a more expensive service such as tracked packet international, that service is only available in some countries.

But what about the category? Did the seller list the laptop under a category other than "Computers/Tablets & Networking"?
I suppose there's also the possibility that the laptop was somehow flagged because the carrier(s) the GSP deals with don't want to handle laptops with batteries inside them, but I think that possibility is pretty remote.

That's not really relevant for an item shipping from the US that's being forwarded by the Global Shipping Program.

It probably won't be possible once the seller is enrolled in the Managed Payments program, at any rate. As for your purchase, a PayPal invoice won't show the Global Shipping Program's charges for import fees or the charge for shipping the item from the Global Shipping Center in Kentucky. Those charges are calculated by a bot and added to the listing page and at checkout automatically. The seller has nothing to do with those charges.
Believe me, you do not want to have your laptop shipped via UPS Ground. The shipping charge may be better than what the GSP can do, but the processing fees UPS slaps on for processing the item as an import are way more than what the GSP charges and you won't be paying those until (or possibly just before) delivery.

The Global Shipping Program is automatically applied once the seller has indicated that they're willing to use it on their listings, so I don't think what you found really applies here, even in reverse.

Canada is not on either of the lists you pasted.
Not "shipping to" and not "excluded"
So I suspect that is the problem.
It always confuses me why sellers will exclude StPete & Miquelon, since it is a French Department and lies just off the coast of Quebec.

Is International Priority Shipping code for the Global Shipping Program or for the new International Program?
I don't think I've ever seen a GSP user who gave an alternative to the GSP.

"International Priority Shipping" has been the code for Pitney Bowes' network of logistics companies, freight forwarders, local carriers, yadda yadda yadda since day one of the Global Shipping Program. The .com site now clarifies things a bit in the "shipping" section of listings by stating the shipping method as "International Priority Shipping via the Global Shipping Program, but in exchange for the clarification there's no estimate of import charges on the listing page.
The new eBay International Shipping Method is coded as "eBay International Standard Delivery" although a while ago there were some thoughts posted to the effect that certain First Class International shipments could well be sent through the ISD.

I don't think I've seen anything like that, either. I'm wondering if this seller has added UPS Ground to their Canadian shipping options thinking that they would be offering Canadian buyers a choice.

great news guys!
after lots of chatting with seller, they added "UPS Standard" option and I was able to finally place an order for my item! 🤑
let see how much duty taxes I will pay! 💸😂 (it's part of the game)
at least I got what I wanted.

NB - I was going to ship it to my wife friend in the US! She gave me her address few minutes before I got message from seller to try again.

You'll pay the same in duty and taxes with UPS as you would with the GSP. It's the various and sundry customs processing fees that are going to be quite different.
