Hi! Is it possible that pitney bowes lost my item? I placed an order in October and waited patiently for it. I'm in Canada and due to covid I figured it would take much longer then usual to receive it. Shipping details show the item as still being in transit. However, the full tracking history show that the item has been delivered somewhere in Kentucky.
I contacted the seller but with no luck since the refund window as expired.
Can anyone help me?

The GSP is a forwarding service. You should have a tracking code starting with "UPAA" which is good for the entire shipment. I'm not sure if you're using that tracking code or if you're using the one for the part of the shipment that's the seller's responsibility, which is from their place to Erlanger, Kentucky.
Try entering the UPAA code on one or both of these PitneyBowes tracking sites:
You may be able to get more information on the shipment's status than what is provided in your "My eBay". If the item has moved out of Kentucky, there should be a clickable option to track the item on the Canadian carrier's website, which is just below (I think) the "progress meter" for your item.
If there is no further information on your item, there's a few possibilities I can think of here besides the item being somehow lost:
1. Your item--for whatever reason--cannot be forwarded from the Global Shipping Center in Kentucky to you. This may be because the "legality" of the item is questionable, but more likely there is something about the item that makes PitneyBowes' carriers nervous about handling it. In normal circumstances, you should be advised of this by PitneyBowes and refunded. COVID might complicate things.
2. Your item may have made it into Canada just before poop really hit the fan at Mississauga's Gateway postal facility and the connected Canada Border Services Agency postal inspection site. There have been serious backlogs and delays over the holiday rush, but now. . .

3. There have been some reports of this board of GSP-forwarded items just "disappearing" from the tracking radar until shortly before they're due to be delivered. Your item may be another example of this.
Having said all that, you have been waiting quite a while for your item. If you are now outside of eBay's refund window for the Money Back Guarantee, consider pursuing a refund through PayPal instead.

If you paid through Paypal, open an item not received claim with them right away. I would mention in the case that the item was sold through the gsp but doesn't appear to have left the gsp depot in Kentucky. That's just in case the see the 'delivered' part but don't notice that it is not delivered in Canada.
Or, if you paid with a credit card, you can file a chargeback with them.
