The past few months I have noticed most items from the United States now say "May not ship to Canada" whereas before the summer they did NOT.
I just bought 6 items from a US seller, but 1 item said "May not ship to Canada" and the sale for the 6 items would not go through until I cancelled the one item that said "May not ship to Canada" even though a separate listing for an extremely similar item did permit it.
The very experienced ebay seller who has a score of over 20,000 said they don't know why some items say it is alright and others say they "May not ship to Canada."
I have the same with another seller in the USA with a score of over 1,000 who would like to sell to me in Canada but their item says "May not ship to Canada" and they say they did not do that.
Having spoken to other buyers who are complaining of the same thing, I get the speculative responses of ebay changing the default settings for sellers without telling them, ebay website programming problems, or that this is a new ebay policy because they doesn't want US sellers to sell to Canada because ebay makes less profit off of shipping to Canada.
I did have a live online conversation with ebay Customer Service who was very nice but concluded I had to ask each sellers to make individual complaints to ebay even though this appears to be an ebay systemic problem.
Since this appears to be a systemic problem on ebay.ca
a) are others noticing this too;
b) how do we get management at ebay to look at this issue, since US sellers are going to get less bids and lower prices if bids from Canada are by default excluded due to ebay problems or changes in their policies (whichever may be the cause of this)?

The problem could be what @marnotom! suggested. Or, if the sellers are using eBay international shipping (EIS) to ship the program may not allow those particular items to be shipped here. If some items in that particular category aren't allowed to be shipped to a country, the EIS may ban the whole category.
