Money entered my account and was reversed without my approval!!!

From Ebay: I received a message that my item had sold.

From PayPal: I received an message item was paid for

From Ebay: I was told then to cancel the order as the buyer wanted that and said it was not paid for.

I checked Paypal and sure enough the money entered my Paypal account then was taken out, by who I do not know.

What if I sent the item off after receiving the first two notices???

Who or what has the authority to remove money from my account???

I did not receive a notice from Ebay or Paypal to say the money was reversed!!!

I did not cancel the order as I wanted to get some answers.

Ebay went ahead and canceled the order ????

Buyers don't need your permission to cancel an order -- even one that was paid -- within I think it is an hour of occurring. Neither do they need you to offer the refund, it's automatic. This changed a few Seller Updates ago.

The lesson here to me is that an order should sit an hour on your desk before dispatch.

Yes buy who has the authority to remove money from my Paypal???

Also I never received a notice the money was removed!

It wasn't your money.

It was your customer's money.

When he paid promptly, then immediately decided to cancel the order, the payment was also cancelled.

But there is no transaction.

No one owes you money.

It wasn't your money.

In order for the payment to have been reversed that quickly, the buyer would have taken advantage of the "cancel within one hour" option offered by eBay. Usually, you will see the "sold" e-mail, the "payment" e-mail and the "cancellation" e-mail appear in your inbox within a short period of time.

That time frame would usually allow you sufficient time "not" to pack up the item.

If you received the cancellation notice after several hours had passed, then you should have had an opportunity to agree to the cancellation. As you stated, you may have already shipped the item in which case you would communicate that information to the buyer and decline the cancellation for that reason. (That's not to say that, eventually the buyer will get her money back if she is very determined).

In any case, be happy you got the cancellation in time. You don't want a dissatisfied or angry buyer.

The person purchased an item from me and paid for it so yes at that point it is my money!

The payment wasn't cancelled it went into my Paypal account!

Then it was removed from my Paypal account and not by me, so the point is who has the right to take money out of my account.

Also there was a period and chain of events that I might have shipped the item out.

The whole point is if money goes into my Paypal no one should be able to remove or refund it it but me. Same as a any bank account anyone would question this.

I believe somewhere in the information for eBay's cancellation process there is this statement:

"If the buyer already paid through PayPal the refund will be automatic."

Interesting! Imagine if it were like this for all selling out there!

The first message to me to cancel the order stated it wasn't paid for when in fact it was!

I recieved nothing from Paypal or Ebay stating they had taken the money out of my account!

I have no problem with cancelling the order or refunding the customer. I am just concerned that money can be removed from my Paypal account and not by me!

The hour cancellation request option may have started a few Seller Updates ago but it is simply a request and it does not result in an automate refund or cancellation. The seller does need to agree.

A buyer can request to cancel a transaction within 1 hour of purchasing the item, even if they've already paid for the item.

When a buyer asks to cancel a transaction, you have 3 business days to approve or decline the request.

If you approve the cancellation request and the buyer has already paid for the item, you have 10 business days to refund the buyer.

If your buyer cancels a purchase, the buyer can't leave you negative or neutral Feedback or low detailed seller ratings about the transaction.

You've been a member for a long time so surely you've had disputes filed against you whereby the payment in question has been placed on hold in PayPal until the dispute has been finalized. And even if the dispute hasn't been finalized to your satisfaction, those funds have been returned to the buyer, without a whole lot of say on your part.

This one-hour cancellation process is the same in my view -- payment in, payment out -- no harm, no foul. Obviously eBay/PayPal has the right to do that. Why would you want to sit on that money until you were ready to return it to the buyer who quickly cancelled, for any number of good reasons?

The reality is both ebay and paypal can take money out of your account, as their terms allow for that (and worse if you actually read, given ebay has granted itself to charge you additional fees when they see fit based on the latest user agreement changes) and in reality any commerce activity is bound to industry standard chargeback practices meaning third parties always have the potential to access funds in your account. A buyer can also file a non authorized charge through paypal and have an unshipped transaction reversed.

I think the potentially confusing thing here is doesn't appear you have received an ebay cancellation message regarding the transaction. Some good advice was given by momcqueen, wait an hour before processing any orders. There are likely fail safes in place on the paypal side to prevent an automated refund if a transaction has a tracking number assigned to it, but with many using untracked methods it is probably wise to wait. Paypal and ebay unfortunately have had issues in the past with delayed seller messages/notices.

I've seen a few posts about this happening in the past couple of months but I have no idea why it does. If PP is suddenly allowing buyers to cancel their payment then that is something new and I don't remember it ever being mentioned to sellers. Possibly it happens when PP thinks the payment is fraudulent but I'm really not sure. If I were you I would phone PP and see if they will tell you what happened.

Nope.

You were halfway through a contract.

If the contract were completed, the customer would have the item.

You did not give the customer the item.

The contract was incomplete.

Now, obviously, you wanted to give the item to the customer, and didn't have time to do so.

But the contract was cancelled before that happened.

When you received something about the cancellation, was it a cancellation request from the buyer or was it from ebay saying it was already cancelled? If it was ebay and said it hadn't been paid yet then perhaps PP had already reversed the payment.

So how long do I wait to send and item to be sure that the money will not be removed from my Paypal account a week?. I had no control over this transaction what so ever or my own Paypal account transaction and Ebay cancelled the order not me before I could even figure out what was going on. I feel I should have at the least been given the opportunity to have some control over my own accounts.

This had nothing to do with a dispute!

The request was from Ebay and it stated the item was not paid for when in fact it was, that made it confusing to begin with no message from the seller.
