Confused as to what I put as country of origin also CD made in the US would that be tariff free?

Confused as to what I put as country of origin.   I sell CD's and most were made either in the US or in Canada, that's easy.  But there are a few that the CD is made in the US or Canada and the artwork is printed in the other country.  It is mostly CD made in US, artwork printed in Canada.  Is the country of origin the US or Canada?  Also if and when tariffs come in, would that apply to CD's made in the US or would they be tarriff free?  Now most of my items are under $20, so even if there was a tariff, the cost of collecting the tariff would not be affective.

Country of Origin for customs purposes IS the country of manufacture. CD's made in the USA would be eligble for the De minimus exception which is still in effect (at THIS time) under the USMCA.

 

Origin does not equal some place on the way to the final destination.
