High calculated shipping for US tracked packet USA

Have a quantity item that is 36x20x4 that I ship for between $8.20 - $10.20 to the US via tracked packet USA and im trying to optimize it so I dont have to punche in dimensions and also add expedited modes using calculated shipping but for someone reason when I use calculated shipping on tracked packet USA it's showing it will cost an American buyer over $20 rather then the 8-10 it actually costs me. Am I missing something here?

In your shipping preferences, under "Shipping discount settings" do you have it checked off to use eBay discounted rates?
