This is a most bizzarre bug.
If you schedule auctions on .CA this may affect you.
If you create an auction you have the ability to make it "promoted listings express" (for the upfront fee) by clicking on the button.
If you schedule an auction on .CA it clicks the button "for you".
If you drop the schedule and make it a "start immediately" again the promoted listings express button comes back as an option again.
If you reschedule it again the promoted shows as in effect, ie as though it was clicked.
I've reported this so it is known now.
The freakish part is that if you look at an affected listing that is running it shows as though it is a promoted item and the fee was paid which freaked me out because I have over 50 items I'm running that are affected, all are in the $10ish range and the promoted amount would have been $3 to $5 per item!!!!
The CSR I spoke with could not see any fees having been charged which was awesome news.
As a note, it shouldn't be possible to have a scheduled promoted listings express item, you are only supposed to be able to promote auctions that are start immediately, so that is probably what is zapping it, thank goodness.

Wow they hopped on that one quick!
It appears to be fixed now, the affected listings do not show it any more and if I go to sell similar it is functioning correctly now as well.

I did some subsequent tests and noted some other positive things.
If one actually does click the "promoted listings express" button (when it is start immediately) it:
-shows what was there before and the button as clicked (what shows on the erroneous screens is "Promoted $9.99" and nothing else, ie you can't turn if off because the button is gone. PS $9.99 is the actual promoted amount for that category, not actually $9.99)
-if promoted listings express is actually clicked it shows on the listings fees at the bottom of the listing page the amount of the promoted listings express cost (mine all showed "list it for free" as should be the case when I listed them, WHEW)
So I am very much more convinced it is only a screen bug as opposed to actually having selected the button. It still needs to be corrected of course!!!

That's nice.
But since the talking heads on the phone are not eBay employees, I would contact the actual employees in a Chat and get a transcript stating that explicitly.
EBay is not your friend, eBay is your landlord.

@reallynicestamps don't forget I'm using the expensive Anchor store "special" (merchant support) CSRs, so far they've seemed well informed and capable of actually doing stuff, or at least moreso than the regular CSRs. (The nice part is the initial "on hold" is always under a minute as well)
Based on my subsequent experiments (in my 2nd note), I don't think anything was charged.

I have used the Schedule listings feature on both.COM & .CA eBay for years and as I no longer list on .COM anymore, exclusively .CA only and have continued to use the Schedule listings feature without issue.
However, I do not have an eBay store so using that feature is free anyway...no issues there and as I never use the promoted listing feature either, I have never encountered any such issues/problems/glitches,etc by using the Scheduled Listing feature...I also have never encountered such issues/problems/glitches when using Start Immediately with any of my auction listings...But as mentioned I do not have an eBay store and only use the monthly free listings...
